SUBJECT: Recommendation to Approve Resolution in Support of the
Development of A Shelter for Homeless Persons on
Veterans' Administration Property
INTRODUCTION
This report recommends the approval of the attached resolution in
support of the development of a shelter for homeless persons on
the Veterans' Administration property in West Los Angeles.
BACKGROUND
On June 10, 1986, the city council discussed the concept of
developing a homeless shelter on the Veterans' Administration
property, which was presented to them by Mayor Pro Tempore
Jennings. As a result of this discussion, staff was directed to
provide cost estimates for such a shelter, to assist Mr. Jennings
as needed and to assist the City Attorney in the preparation of a
resolution supporting this concept.
DISCUSSION
In response to Council's concerns, staff prepared a draft report
on the development of a homeless shelter on the Veterans'
Administration property which was sent to council on June 17.
This report briefly outlined a problem statement and a proposed
solution, as developed by Mr. Jennings, including general

estimates for the amount of funds needed for capital and
operating costs.
This report addresses the remaining request of Council to prepare
a resolution in support of the homeless shelter concept.
BUDGET/FINANCIAL IMPACT
The proposed activities will have no budget or financial impact.
RECOMMENDATIONS
staff recommends that the City Council approve the attached
resolution supporting the development of a shelter for homeless
persons on the Veterans' Administration property.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SUPPORTING THE
DEVELOPMENT OF SHELTER FOR HOMELESS PERSONS
ON VETERANS' ADMINISTRATION PROPERTY
WHEREAS, the County of Los Angeles is reported to have the
largest population of homeless people in the United States; and
WHEREAS, the city of Santa Monica and other communities on
the west side of Los Angeles County attract a large proportion of
the homeless population due to both the availability of open
spaces and public facilities, and the relative lack of services
for the homeless in other areas of the County; and
WHEREAS, the cities of Santa Monica, West Hollywood, Beverly
Hills, Culver City, and Los Angeles are concerned with providing
adequate shelter and services to the growing number of homeless
men, women, and children in their midst; and
~VHEREAS, Veterans' Administration property appears to be an
appropriate location for the provision of shelter and services
for the homeless because it is appropriately zoned, is located on
a major bus route, and provides easy access to Veterans'
Administration services, the Federal Building, and the UCLA
Medical Center;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

SECTION 1. The city of Santa Monica supports the concept of
developing a non-profit entity to lease land from the Veterans'
Administration, to establish on that land a shelter and services
center for the homeless, and to seek financial support for the
center from private foundations and local municipalities.
SECTION 2. The City Council of the City of Santa Monica
authorizes the city Manager to cooperate with officials of other
local cities to further investigate the feasibility of
establishing the shelter and services center.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
in full force and effect.
