Recommended Action
Staff recommends that the City Council:
1. accept Federal Supportive Housing Program (SHP) Renewal Grant funds from
the Los Angeles Homeless Services Authority (LAHSA) in the amount of
$381,941 for Coordinated Case Management;
2. authorize the City Manager to execute grant-related agreements with the Los
Angeles Homeless Services Authority (LAHSA), Chrysalis, New Directions,
OPCC, St. Joseph Center, and Step Up on Second; and
3. authorize an amendment to contract #8407 with Chris Fonner to administer the
ClientTrack data management system for the City in from an amount not to
exceed $105,600 to an amount not to exceed $109,680.
Executive Summary
The _~ity of Santa Monica has been receiving SHP funds for coordinated case
management since 1996. The SHP funds, which pass through the Los Angeles

Homeless Services Authority (LAHSA), are used to pay for coordinated case
management at five agencies in Santa Monica's homeless continuum of care, as well as
to pay for costs associated with CilentTrack, the continuum's data management system
and administrative costs incurred by the City. Staff is requesting authorization to enter
into a grant agreement with the LAHSA for the SHP grant of $381,941, and to execute
sub-recipient agreements with Chrysalis, New Directions, OPCC, St. Joseph Center and
Step Up on Second. In addition, staff is requesting authorization to amend contract
8407 with Chris Fonner, the consultant who administers the ClientTrack data
management system for the City, by an additional $4,080 to an amount not to exceed
$109,680.
Discussion
Backqround
The City of Santa Monica has been receiving SHP funds for coordinated case
management since 1996. The current grant amount for the program year beginning
November 1, 2006 and ending October 31, 2007 is $381,941. The City passes
$296,029 on to support case management activities at five non-profit service providers
in Santa Moncia's continuum of care. During the program year, Chrysalis will receive
$36,686 to provide employment services to 60 homeless adults; New Directions will
receive $42,823 to support their employment training activities to 100 homeless
veterans; OPCC will receive $71,562 to provide case management to 100 families; St.
Joseph Center will receive $60,758 to provide case management to 76 homeless
adults; and Step Up on Second will receive $84,200 to provide mental health counseling

and employment training to 54 homeless adults. In addition to the pass-through funds,
the City of Santa Monica annually receives $18,188 to cover administrative costs
incurred by the City and uses $67,724 to support ClientTrack, the continuums' data
management system.
In 1995 the City of Santa Monica installed ClientTrack, a computerized network to track
unduplicated clients, their demographics and outcomes across City-funded programs.
The network is supported by a technical computer support services consultant, Chris
Fonner. Mr. Fonner was selected in 2003 through a competitive process to provide
services including system administration, report programming, technical support to
agency staff, and training to agencies. Mr. Fonner has a unique familiarity with the
Santa Monica network and customizations to the software program. Last year, the City
Council authorized the City Manager to execute a two-year extension to professional
services contract 8407 (CCS) with Mr. Fonner through October 2007, in an amount not
to exceed $105,600 ($52,800 annually).
At this time, staff is requesting authorization to enter into a grant agreement with the
LAHSA for the SHP grant of $381,941, and to execute sub-recipient agreements with
Chrysalis, New Directions, OPCC, St. Joseph Center and Step Up on Second. Staff is
also requesting authorization to amend contract 8407 with Chris Fonner by an additional
$4,080 for a total amount not to exceed $109,680. The requested amendment will
cover direct project costs incurred by Mr. Fonner such as travel and computer
hardware.

Budqet/Financiaf Impact
All Federal Supportive Housing Program (SHP) revenue and expenditure appropriations
were included as part of the City's Adopted FY 2006-07 Budget. The funds for the
contract amendment of $4,080 for Chris Fonner (Contract #8407) are available in
account 012628.544390 75211 W.
