Authorization of the City Manager to Execute a Contract for Computer
Support Services for the Santa Monica Homeless Services Network
INTRODUCTION
This staff report recommends the City Manager execute a computer services contract
with Chris Fonner in the amount of $66,000 for the Santa Monica Homeless Services
Network.
BACKGROUND
The City of Santa Monica installed a computerized network in 1995 for homeless ser-
vices agencies to track unduplicated clients, their demographics and outcomes. The
network, which links 12 programs and 85 workstations in 11 agencies, is supported by
technical computer support services. The contract for these computer services expired
on November 1, 2004.
DISCUSSION
The City received a renewable grant that includes support for a computerized case
management system from the U. S. Department of Housing and Urban Development
(HUD), through the Los Angeles Homeless Services Authority (LAHSA). The grant re-
newal period is November 1, 2004, through October 31, 2005. The computer support
services contract is for $5,500 per month ($50.00 per hour), or $66,000 for the course of

the year. Services include system administration, report programming, technical sup-
port to agency staff, and training to agencies.
Three proposals were received. Chris Fonner, who has supported the Santa Monica
homeless services network since 1995, submitted the most competitive proposal based
on cost, availability and familiarity with local agencies.
BUDGET/FINANCIAL IMPACT
The services are funded entirely through the U. S. Department of Housing and Urban
Development. Funds are available at account number 012627.544390 75211W.
RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to execute a com-
puter support services contract with Chris Fonner in the amount of $66,000 for the pe-
riod November 1, 2004 through October 31, 2005.
