SUBJECT: Recommendation to Allocate $5,000 to the
Westside Ecumen1cal Conference for the
Purchase of Emergency Food Vouchers.
Introduction
Th1s report recommends that Council approve the allocat1on of
$5,000 1n community services funds to the Westside Ecumen1cal
Conference
for
the purchase of 2,000 meal vouchers from
McDonald's Restaurant at Colorado and 2nd Street for d1stribution
through member Santa Monlca churches to needy people.
Background
On November 22, 1984 Counc11 authorlzed staff to lssue an RFP for
feedlng serVlces for the homeless for an amount not to exceed
$23,000.
The Clare Foundatlon was awarded a total of $11,500 to
offer a midday meal at the Sober Inn to 50 individuals per day.
At the time the RFP was issued, dlScusslon began within the
Ecumenical Conference regardlng how best to provide support to
local churches faced wlth slgnlflcant requests for aid from
destltute people.
An in1tlal reVlew was lnltiated to locate a
slte for a meal program. However, no sUltable site was located
which would not lmpact local resldentlal and/or commercial areas.
Therefore, WEC turned its attentlon to the structurlng of a meal

voucher program ln co-operat~on with local moderately priced
restaurants.
After contacting several restaurants, WEe found
that only the Manager of the McDonald's at 2nd and Colorado was
interested in the voucher program.
As proposed,
2,000 vouchers will be purchased at the cost of
$2.50 per meal. Vouchers will be dlstributed through the clergy
or staff of partic1pating member churches and w1ll be mon1tored
by WEe as described 1n the attached proposal.

Recommendatlon
It is recommended that Council approve the allocation of $5,000

Dear Council Members,
In January of this year the Wests ide Ecumenical Conference
received a request for proposals to provide mid-day meals for the
homeless. We later submitted a letter of interest to the Cfty of
Santa Monica and have since been exploring the posslbilities for
such a program. Due to an inablllty to locate an acceptable slte,
there has been a del ay ln submitti ng a proposal. I n recent conver-
sations w1th Communlty Liaison Vlvian Rothstein and others, the
idea emerged to propose a program Of making meal vouchers avallable
to WEC congregations for distribution to homeless people.
The Conference committee which has been working on this proposal
contacted several IIfast-foodll restaurants about the feasibil ity of
such a program. Two establishments, McDonald1s at Colorado Avenue
and Second Street, and Arby's on Lincoln Boulevard just north of
Santa Monica Boulevard. expressed lnterest in such an arrangement.
However, only McDonald's has pursued the program. In conversations
with Mr. Mike Curry, manager of the McDonald's, he has agreed to
provide meals at a cost of $2.50. These meals would include a
large sandwich, a regular French fries, and a medium drink. Durlng
breakfast hours it could include a large breakfast and a drink instead.
The details and specifics of this are spelled out on attachment (a).
At this cost of $2.50 per meal. 2000 meals could be provided for
$5000.00. The meal vouchers would be printed by McDonald's, at their
cost The proposed form of these is indicated on attachment (b)~
We have conducted a survey of WEC member congregations in Santa
Monica to determine the ways in which they are currently assisting
homeless people, and to ascertain their level of interest in the
proposed program. Several congregations are enthuslastic about it.
Three or four others are interested, but have some reservations about
how well lt will work. A couple of congregations would use the vouchers
mainly on weekends. There were also two or three which were very happy
wlth their current responses to homeless people. and they indlcated
that they would not wish to participate at this time. We have chosen
to llmit the program to WEC member congregations, because we feel there
is a degree of accountability and responsibility that can be assumed
due to thelr membershlp status.
The congregations who have expressed an interest in the program
serve an average total of 240-250 homeless people per week. Many of

these people receive assistance of some kind, but a large percentage
simply have to be referred to Ocean Park Community Center or other
agencies. These meal vouchers would be particularly helpful in many
of those cases.
The screening of individuals would be done by the clergyperson,
or other person 1n charge of assisting the homeless. within each
congregation. The distribution of the vouchers would be at the
discretion of the person doing the screening. We want to encourage
that the vouchers be d;str1buted to families, if that is something
which best suits their needs. However, the survey revealed that
relat1vely few families have been approaching the congregations for
assistance. In addition, McDonald's has expressed the desire that
the distrlbution of vouchers be directed toward those people who are
judged to be working to help themselves. As the vouchers are distri-
buted. the person doing the screening will record the name of the
person receiving the voucher. If the same person returns on another
day, he or she will be informed that the church or synagogue is not
intended to be a long-term source of meals. At the discretion of the
screener, a voucher may be given out a second time, and posslbly even
a thlrd time, but that should be the limit. As a way of attempting to
lnsure that the same people donlt repeatedly receive vouchers, the
person will be asked to sign both the voucher and a "sign-in" sheet,
and to show identification of some kind if possible. The showing of
identification may occaslonally be waived, at the discretion of the
screener. if it truly appears that the person has none. But attempts
should be made to secure identification if at all possible. Finally~
a weekly listing of names of people receiving the vouchers will be
compiled and distributed to the congregations to help insure that
persons don't just move from one location to another collecting vouchers.
Although people could obviously use different names. hopefully the
presentation of identification will eliminate most of that potential
kind of abuse of the program.
The Westside Ecumenical Conference has been in existence since
1974 Its membership is composed of 40 congregat1ons and councils,
representing Protestant, Catholic, and Jewish traditions. Prlor to
becoming the Ecumenical Conference, the association had existed in a
slightly different form since 1948 as the Santa Monica-Westside
Council of Churches. The Conference has a history of orientation
toward communlty service. It has operated a Meals on Wheels program
since 1974. The program currently provides two meals a day to some
117 homebound people. The Santa Monica Meals on Wheels is supported
in part by a grant from the City of Santa Monica. The Conference
also sponsors two programs directed toward meeting the needs of
residents in area convalescent facilities. The first of these is a
vo1unteer visitor program. The major part of this program involves

volunteers going lnto the convalescent facilit1es and visiting one
or more residents on a regular basis. The second of these two programs
is a Chaplaincy program, in which a half-time chaplain conducts
ecumen1cal religious programs in four area facilit1es. as well as
visiting ind1vidual residents in those same facilities. The Conference
was also instrumental 1n establishing the West Side Food Bank. The
Food Bank collects food from a variety of sources and d1stributes it
to local agencies, such as Ocean Park Communlty Center, which then
distribute it to individuals. Several of WEG's member congregations
put a lot of energy into the establishment of the Turning Point
Shelter for the homeless as well. In these many ways. the Conference
as a whole, as well as many of its indiv1dual members, has demonstrated
a concern for and a response to the needs of people in Santa Monica
and surround1ng communities. It should additionally be noted. that
though the Conference is religious in nature, there will of course
be no proselytizing accompanying the distribution of the vouchers.
The foregoing proposal was presented to the WEe Board of Directors
at their meeting on April II. 1984. with a proposed starting date of
May 1, 1984, and a motion to proceed with the proposal was approved
unanimously. Thus, the Westside Ecumenical Conference respectfully
applies for S5000.00 for the implementat10n of this voucher program.

MEAL VOUCHER PROGRAM FOR THE HOMELESS
AGREEMENT WITH McDONALDIS
Upon presentation of a properly filled out voucher, and acquiring of
a matchlng second signature. McDonald1s, located at the corner of
Colorado Avenue and Second Street. shall provlde the bearer of the
voucher with a meal includlng:
A Large Sandwich: such as a Big Mac. a Quarter Pounder,
a Quarter Pounder with Cheese,
or other comparable sandwich
A Regular French Fries
A Medium Drink: such as a soft drink, coffee. or juice
or during breakfast hours, upon request. McDonald's shall provide
the bearer of the voucher with the following in place of the above:
A Large Breakfast of the bearer's choosing
A Drink: such as coffee or juice
These meals shall be provided at a cost of $2.50 per meal, and
McDonald's will be reimbursed for the collected vouchers by the
Westside Ecumenical Conference on a weekly basis.
