and Recommendation to Authp,rize the City Manager to
Coordinate Efforts with Other Jurisdictions in Seeking
Additional Funding

INTRODUCTION
This report provides an update on various new programs being
developed to serve homeless persons in Los Angeles County and
recommends that the City Council authorize the city Manager to
coordinate activities with other jurisdictions, including Los
Angeles County, The City of Los Angeles, and State officials,in
seeking additional funding.
BACKGROUND
In the last two months, City Council has received reports
outlining
progress
made
by
the
city
in
implementing
recommendations of the city's Working Group on the Homeless. In
addition, a public hearing was held by the City Council on
January 21, 1986 to receive public comment on this issue. On
January 28, the Council responded by approving a grant to Ocean
Park Community Center (OPCC) for an outreach team to provide
services to the homeless in the City I S parks and other public
areas. This new program supplements a range of other services to

the homeless currently supported by approximately $500,000 in
1985-86 city grant funds.
Attachment A outlines major activities to be performed by the
OPCC Outreach Team in the remaining five months of the current
fiscal year and provides a timeline for program implementation.
Initial activities, to be completed by mid-March, include a
"fact-finding" general survey of the homeless street population
as a result of canvassing areas in which homeless persons
congregate. OPCC staff estimate that the Outreach Team will
provide initial contact and administer needs assessments to
approximately 400 homeless persons during the remainder of the
fiscal year. Information and referral services and case
management will be provided for those requiring additional
assistance. In addition, periodic meetings will be scheduled
with the Santa Monica Police Department to coordinate efforts,
and with the local business community to inform them of available
outreach services.
DISCUSSION
While the OPCC Outreach Team and other city-funded programs
provide a range of services to homeless persons in Santa Monica,
public testimony as well as assessments by government agencies
and service providers acknowledge the continuing need for
additional services, especially for the chronically mentally ill
homeless. There is an increasing awareness on the part of
funding agencies that coordination among jurisdictions is
essential, given limited resources and the need to provide a
"continuum of careu for homeless persons -- a coordinated network

of services that provides outreach, case management, social and
mental health services, health care, and various levels of
housing.
Acknowledging this need for coordination, city staff have
recently undertaken a major effort to better coordinate planning
with other funding agencies and jurisdictions responsible for
services to the homeless.
In addition, staff continue to
research any new funding opportunities that would result in more
resources for the Santa Monica area. These opportunities, and a
description of efforts by city staff to coordinate with these
programs, are detailed below.
(1) Los Angeles County Augmentation Funds for Services to the
Mentally Disabled Homeless
The state Budget Act of 1985 includes $20 million to be used
statewide for community support services to chronically
mentally ill adults who are homeless or at risk of being
homeless. Including County matching funds, $8.2 million is
now available to augment existing "continuum of care"
services within the current mental health system in Los
Angeles County.
Funds will be distributed to the County's
five Mental Health Districts for a range of services. Over
54% of the funds will be used to develop 312 new
community-based beds, with 21% of the monies for case
management and client-oriented outreach services.
One-time
savings, resulting from delayed start up in the current year,
will be utilized for an Emergency Shelter project to provide
200 short-term shelter beds to the mentally ill homeless.

In order to ensure that needed funds are allocated to the
Santa Monica area, City staff and local service providers
have met twice in the last month with the Director and staff
of the County Department of Mental Health and with Senior
Deputy Mary Gray of Supervisor Dana's Office. These
discussions, as well as a review of the County's Augmentation
Plan, indicate that funds will be available for Santa Monica
West, the County Department of Mental Health outpatient
facility, for outreach, case management and medication
services. Approximately $250,000 to $300,000 will be
available for contracts to westside service providers for
socialization services and six community-based crisis beds.
Attachment B provides more detail on these proposed
contracts.
A minimum of $50,000 in augmentation funds will also be
available through the new Emergency Shelter project,
providing for the dedication of ten existing shelter beds or
for an expanded number of beds on the wests ide . Local
service providers may apply for funds through this special
one-time program.
A Request for Proposals (RFP) will be issued in mid to late
February; single agencies or a consortium may apply.
Agencies in Santa Monica and the wests ide of Los Angeles are
currently coordinating their plans for submitting proposals.
As a result of input provided by City staff and meetings with
County officials, the Department of Mental Health will also
include a representative from the City of Santa Monica on its

proposal review committee to ensure coordination of efforts.
Supervisor Dana's Office has also expressed a desire to meet
with interested service providers to fully discuss their
funding needs.
(2) Robert Wood Johnson Foundation Program for the Chronic
Mentally III
This program is an initiative of the Robert Wood Johnson
Foundation and the U.S. Department of Housing and Urban
Development and is co-sponsored by the National Governor's
Association, the U.S. Conference of Mayors and the National
Association
of
Counties.
The
program
will
provide
approximately $28 million in grants and low interest loans to
eight of the nation's 60 largest urban centers with
populations in excess of 250,000. The eight grantees will be
selected on a competitive basis to participate in the 5-year
program.
Grants will
be used to
support projects
aimed at
consolidating and expanding services for the chronically
mentally ill.
HOD will provide rent subsidies, the social
Security Administration (SSA) will work with grantees to
improve the disability determination process and local mental
health jurisdictions will coordinate services. As stated in
the RFP, "the Program seeks to develop community-wide systems
of care, Offering a broad range of healthy mental health,
social services, and housing interns..."
Each community will receive up to $2.5 million for these
services as well as assistance from local SSA offices and low

interest loans of up to $1 million to acquire or renovate
housing specifically for the mentally ill.
This innovative
program challenges traditional delivery systems to make major
changes to the way in which services are overseen, requiring
a high level of cooperation between historically separate
entities.
Discussions have been held with staff from the Cities of Los
Angeles, West Hollywood and Beverly Hills to discuss the
feas ibil i ty of an area -wide proposal.
These initial
discussions indicate that the County of Los Angeles is the
appropriate applicant for the Los Angeles urban area. County
staff are currently in the initial stages of proposal
preparation. While this program would provide a relatively
small amount of funds for such a large urban area, City staff
will meet with the County staff to discuss ways in which
those limited resources could be available to this area if
the Los Angeles area is selected.
(3) u.s Conference of Mayors (USCM) Technical Assistance Program
in Addressing Problems of the Homeless Mentally III
As mentioned in previous reports, the City of Santa Monica
has been selected to receive technical assistance in meeting
the needs of the homeless mentally ill through a grant
provided to USCM by the National Institute of Mental Health.
other cities selected from over 50 applicants include:
Charleston (Se), Fort Worth, Hartford, Nashville, Portland
(or), Salt Lake City, and San JUan. While this program does
not provide financial resources for implementation of

programs, it recognizes the unique role cities are being
asked to assume in meeting the needs of the homeless mentally
ill and assists cities in developing plans for coordination
with other funding sources. This program is in the initial
stages and should be completed by October of 1986.
(4) FEMA-IV-A Funding
The Los Angeles Local Board of the Emergency Food and Shelter
Program, funded with Federal FEMA funds, issued a Request for
Proposals for IfFEMA-IV-A" funds (approximately $3 million)
for Los Angeles County. These funds will be awarded to
agencies currently receiving FEMA funds as well as new
programs. Funds may be used through September 30, 1986.
Currently-funded agencies in the Santa Monica area include
OPCC Turning Point Shelter, OPCC Turning Point Drop-In
Center, st. Joseph's Center, westside Food Bank, LIEU-CAP,
and CLARE Sober Inn.
New proposals will be accepted with special emphases on
"one-month rent and mortgage payment programs" and
rehabilitation projects for shelters or feeding programs.
Local service providers have received copies of the RFP and
city staff are also researching the feasibility of a
1I0ne-month rent" program to be operated by a local agency.
Agencies have two weeks to complete applications which are
due February 14th. This short amount of time will make it
somewhat difficult to develop new proposals.

While this new round of FEMA funding will enable agencies to
continue programs in the short-term, the Local Board projects
decreases

future

funding
pursuant
to
the
Gramm-Rudman-Hollings Deficit Reduction Act.
staff will
continue to assess the availabili ty of FEMA funds and the
impact of any future decreases on local programs. In
addi tion, a City staff representative participates in the
FEMA Allocations Committee to represent the needs of local
providers during the allocations process.
(5) state Discretionary Funds
At the request of Assemblyman Tom Hayden's office, city staff
are looking at possible ways to obtain state discretionary
mental health funds to assist in dealing with the problems of
the homeless mentally ill. While no formal contacts have
been made, discussions will be scheduled with Assemblyman
Hayden's Office to identify possible areas of coordination
with the state.
RECOMMENDATION
City staff recommend that the City Council authorize the City
Manager to coordinate funding opportunities for expanded homeless
services, including the possible inclusion of Santa Monica in any
funding applications made by the County of Los Angeles to the
Robert Wood Johnson Foundation.
