it is an exception to the appointment procedure in that CouncIl
does not submit nominatIons, but rather accepts for conSIderatIon

ship Day Progra~. When the Boy Scouts held their own "City Council
Eeetingll Jeff had studied for it and had more sU@:'Restions than e.ny other
Scout.
