SUBJECT: Recommendation to Adopt Resolution Authorizing
Staff to Apply for Grant Funds Under the Youth
Facility Bond Act of 1988 for Construction of a
Police Activities League Youth Facility
INTRODUCTION
This staff report recommends that the City Council adopt the
attached resolution authorizing City staff to apply for grant
funds under the Youth Facility Bond Act of 1988.
BACKGROUND
The County Correctional Facili ty Capital Expendi ture and Youth
Facility Bond Act was approved by the voters in 1988. The Act
provides $25 million in state funds for the acquisition,
renovation or construction of facilities and/or the purchase of
equipment for youth centers and shelters. The Bond Act funds are
available to non-profit organizations and public agencies through
a competitive grant process which is being administered by the
California Youth Authority (CYA). Funds in the amount of up to
$1 million are available for individual projects.
Funding
priority shall first be given to non-profit organizations. The
deadline for grant applications is March 27, 1990.

representatives of CYA, the Santa Monica Police Activities League
(PAL), which is incorporated as a separate non-profit agency,
intends to apply as the lead agency for funding for construction
of a youth center to target Santa Monica's at-risk youth. PAL is
considered an ideal candidate for funding due to the Police
Department's extensive work with at-risk youth. The city will be
a supporting applicant due to the staff and funding it
contributes to the PAL program.
The joint PAL/City application will seek funding in the amount of
$1 million for the construction of an approximately 9,000 square
foot addition to the City's recreation center located in Memorial
Park. The addition will consist of several multi-purpose
activity rooms and offices for the PAL program. The complex,
although intended principally for use by the City's PAL program,
will also be designed with the needs of other youth user groups
in mind and will be available for use by other city youth
programs, including proposed Kids City programs to be developed
over the coming year.
PAL is seeking grant funding to construct this space due to the
very limited availability of activity rooms for the program in
current city facilities. The City I S recreational facilities,
including community rooms are already heavily utilized and the
ability of PAL to meet the demands of local youth has been
greatly constrained by the lack of dedicated PAL space.
Specifically, over 300 youth are currently registered in the PAL
program but, due to the lack of sufficient space, the program has
only been able to effectively serve approximately 150 youth.

As the City is a co-applicant for the bond act funds, it must
contribute a hard or soft match valued at 25% of the total grant
award. The market value of the property on which the addition is
proposed to be constructed can be included in the 25% match, as
can the architectural design services to be contributed by a
member of the PAL Board, the project management services to be
provided by city staff, and the cost of all related City permits.
As such, at this time, it is not anticipated that the City will
be required to contribute any direct financial assistance to the
project.
The proposed addition at Memorial Park for the PAL program was
presented to the Recreation and Parks Commission by city staff at
their meeting of February 15 and received the Commissionrs
unanimous support.
Relationship to the Kid's city Program
The joint PAL/City application for bond act funding of a PAL
youth center is regarded as a first step in the multi-phased Kids
City program. In the future, City staff will be returning to the
City Council with proposals for the development of additional
youth center and youth program resources throughout the
community, as defined and prioritized by youth in the community.
BUDGET/FINANCIAL IMPACT
The recommended action has no budget or financial impact. Should
the city be successful in securing bond act funding, city staff
will return to the City council to request appropriation of the

grant funds and to outline the components of the city's 25% match
in more detail.
RECOMMENDATION
City staff recommends that the city council adopt the attached
resolution authorizing City staff to proceed with the submittal
of a grant application to the California Youth Authority for
funding of the construction of an approximate 9,000 square foot
addition to the current city recreation facility at Memorial Park
for use by the City's PAL program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING APPLICATION FOR STATE FUNDS UNDER THE COUNTY
CORRECTIONAL FACILITY CAPITAL EXPENDITURE AND YOUTH FACILITY BOND
ACT AND THE YOUTH CENTER AND YOUTH SHELTER BOND ACT OF 1988
WHEREAS, the people of the State of California have approved
the county Correctional Facility Capital Expenditure and Youth
Facility Bond Act of 1988, And The Youth Center and Youth Shelter
Bond Act of 1988, which provides funds to public and private
nonprofit agencies for the purpose of acquiring, renovating or
constructing youth centers and youth shelters and purchasing
equipment for such facilities; and
WHEREAS, the Department of the Youth Authority has been
delegated the responsibility for the administration of the
program, setting up necessary procedures governing applications
by public and nonprofit groups under the program; and
WHEREAS, said procedures established by the Department of the
Youth Authority require the applicant(s) to prepare a resolution
approving the application and affirming the commitment of the
body to meet several statutory and/or regulatory requirements;
and
WHEREAS, the City Council of the City of Santa Monica
(hereinafter the "CityU) is authorized to apply to the Department
of the Youth Authority for funding under the County Correctional
Facility Capital Expenditure and Youth Facility Bond Act of 1988

and The Youth Center and Youth Shelter Bond Act of 1988; and
WHEREAS, the City of Santa Monica, a local public agency
organized under the constitution and statutes of the State of
California, is eligible to receive funds,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City of santa Monica approves the filing of
an application for funding under the County Correctional Facility
Capital Expenditure and Youth Facility Bond Act of 1988 and The
Youth Center and Youth Shelter Bond Act of 1988 (hereinafter "the
Actsll).
SECTION 2.
The city of Santa Monica certifies to use any
facility funded by the Acts for the amount of time required by
Section 2011 of the Welfare and Institutions Code.
SECTION 3.
The City of Santa Monica certifies to use any
facility to deliver programs, including, where appropriate,
innovative nontraditional programs designed to meet the needs of
the youth in the targeted community.
SECTION 4.
The City of Santa Monica certifies to use the
Santa Monica Police Activities League (PAL) Board of Directors,
which reflects a broad representation of the community, to be the
separate mechanism to receive and consider feedback and
suggestions from the community served.
SECTION 5. The City of Santa Monica certifies to comply with
all applicable statutes and regulations.
SECTION 6.
The City of Santa Monica certifies that any
facility will be operated wholly within the State of California.

facility funded by the Acts for sectarian instruction or as a
place of worship.
SECTION 8.
The City of Santa Monica certifies that any
facility or that portion of a youth center that is funded under
the Acts as a youth center is to provide programs and services
for young people only.
SECTION 9. The city Manager or an authorized designee is
hereby authorized to conduct all negotiations, execute and submit
all documents including, but not limited to, applications,
agreements, amendments, payment requests, and reports, which may
be necessary for completion of the aforementioned project.
SECTION 10. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
