SR-301-002-03 EPWM:CC:AA:NS:LH:DP F:\DATA\SPFILES\Sp1756 CDS Unit - CY\cc1756youth2.doc City Council Meeting: 9-26-00 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Amend the City’s Adopted Youth Employment Plan for Projects Funded by Los Angeles County Safe Neighborhood Parks Propositions of 1992 and 1996 to include the Following Projects: Pier Storm Drain Retrofit; Catch Basin Insert Devices; Installation of Continuous Deflective Separation Unit at City Yards; and Santa Monica Dry Weather Runoff Reclamation Facility Introduction This report recommends the City Council amend the City’s adopted Youth Employment Plan for projects funded by the Los Angeles County Safe Neighborhood Parks Propositions (Proposition A) of 1992 and 1996 to include the following projects as described in Attachment A: Pier Storm Drain Retrofit; Catch Basin Insert Devices; Installation of Continuous Deflective Separation Unit at City Yards; and Santa Monica Dry Weather Runoff Reclamation Facility. Background The City of Santa Monica has been granted funds under Proposition A totaling $1,463,372 in support of the following projects: S.M. Bay Catch Basin Monitoring (Catch Basin Insert Devices and Pier Storm Drain Retrofit), City Yard Catch Basin Inserts, Catch Basin Inserts, and Santa Monica Dry Weather Runoff Reclamation Facility (now known as Santa Monica Urban Runoff Recycling Facility). 1 In August 1997, the Los Angeles County Board of Supervisors adopted youth employment requirements for receipt of funds under Proposition A. The City is required to adopt a Youth Employment Plan which explains how the City will meet its spending obligation for all projects funded by the Proposition. Under the provisions of the Los Angeles County Regional Parks and Open Space District policy, the City’s Youth Employment Goal (YEG) calculation is equal to ten percent of the City’s total Proposition A grant allocation. The City has four options to meet this goal: (1) employment of youth during design and construction of Proposition A projects, (2) employment of youth in maintenance at sites of Proposition A projects, (3) employment of youth in the operation and programs at sites of Proposition A projects, or (4) new employment of at-risk youth funded by the City at any site. On June 9, 1998, the City Council approved the Youth Employment Plan for the Beach Improvement Group (B.I.G.) Project, Palisades Park Phase II and South Beach Improvements Project, Reed Park improvements, Joslyn Park improvements, and Park Facilities Maintenance Project Phases I and II. The City met its YEG obligation for Reed Park under Option 1 and for the remaining projects under Option 4. The approved plan had expenditures totaling $878,972, exceeding the City’s YEG of $715,712. This “credit” of $163,260 may be applied towards the City’s YEG obligation for additional projects funded with Proposition A funds. 2 Discussion Since 1998, the City has been granted funds under Proposition A for the following projects: Project Amount Account # Grant # S.M. The City has contracted with the Los Angeles Conservation Corp (LACC) to provide maintenance functions for three Proposition A projects by cleaning out CDS units and Catch Basin Insert Devices, and by cataloging the type and quantity of waste removed. They will also learn proper disposal methods to minimize the environmental impact of the removed material. The youth will also be trained on installation techniques of the Catch Basin Insert Devices. At least 50% of LACC employees working on Santa Monica’s projects must be Santa Monica residents. The contract, executed in January 2000, provides for a total of 6,656 work hours totaling $99,840. The remaining $46,497 3 necessary to meet the ten percent YEG, totaling $146,337, will be met under option 4 as set forth in the Youth Employment Plan adopted by the City Council on June 9, 1998. Budget/Financial Impact There is no additional budget or financial impact in adoption of this plan, the Los Angeles Conservation Corp contract is fully funded and executed. Recommendations Staff recommends that the City Council adopt the attached amendment to the Youth Employment Plan for projects funded under Los Angeles County Safe Neighborhood Parks Propositions (Proposition A) of 1992 and 1996: Pier Storm Drain Retrofit; Catch Basin Insert Devices; Installation of Continuous Deflective Separation Unit at City Yards; and Santa Monica Dry Weather Runoff Reclamation Facility. The Continuous Deflective Separation (CDS) Units provide filtration of solids and suspended particles within the storm drain. The Catch Basin filtration devices provide for reduction of non-point source pollutants 5 entering the storm drain system through catch basins located in gutters throughout the City. The Santa Monica Dry Weather Runoff Reclamation Facility treats dry weather flows entering the Santa Monica Bay from the Santa Monica Pier and Pico-Kenter Storm Drains. Youth Employment Plan The City will utilize Los Angeles Conservation Corp youth in the maintenance of the CDS Units and the maintenance and installation of the catch basin insert devices. The youth will be involved with various aspects of the projects including: cleaning out trash and debris; cataloging type of material removed; learning proper disposal of retrieved material; and basic installation and maintenance of catch basin insert devices. Cost of Youth Employment: Total estimated hours of youth employment: 6,656 Average hourly wage:x $15.00 Total Cost of Youth Employment: $99,840 The remaining $46,497 to meet the ten perecent YEG totaling $146,337 will come from the 1998 Youth Employment Plan as shown below.
