SUBJECT: Agreement with Surf Academy for Instruction of Surf Classes and Camps
INTRODUCTION
This report recommends that the City Council authorize the City Manager to negotiate
and execute an agreement with Surf Academy, a limited liability corporation, for a total
not to exceed $180,000 for fiscal year 2005-06.
BACKGROUND
In 2002, Santa Monica first contracted with Surf Academy to offer surf camps through
the City’s Community Classes program. Participants paid a fee to the City for
participation in surf camps, 70% of which was paid to Surf Academy to conduct the
program. During summer 2002, 382 youth ages eight to eighteen years old participated.
The program was expanded in summer 2003, adding a body boarding camp for young
children and surf lessons for adults. The attendance in 2003 increased dramatically to
828 youth and 688 adults.
In summer 2004, 1,036 youth and 436 adults participated in the various Surf Academy
offerings. Approximately thirty youth who received financial assistance from the City
participated in two weeks of Surf Camp. In addition, Surf Academy conducted
approximately 670 surf lessons for youth participating in other City camps and programs

such as Rosie’s Girls, Camp Santa Monica, Sports Experience and Police Activities
League.
DISCUSSION
In January 2005, the City conducted a Request for Proposals, soliciting proposals for
operation of the City’s specialty youth summer camps for fiscal year 2005/2006. A total
of five proposals were received. Proposals from the two viable candidates, Surf
Academy, Inc. and Beach Sports, were thoroughly reviewed and interviews were
conducted. Surf Academy was selected due to its ability to offer lower cost
programming, surf lessons to in-house camp participants and financial assistance to
participants at no additional charge as well as its proven track record with the City.
BUDGET/FINANCIAL IMPACT
The total payment to Surf Academy has grown over the years due to the expansion and
popularity of the program. During fiscal year 2005-06, the annual payment to Surf
Academy for camps and classes is expected to near $180,000. The Department’s
proposed budget for 2005-06 includes all revenue (account 01544.401310) and
expenditure (account 01544.566260) appropriations for the Community Classes
offerings including surf camps and classes.
RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to negotiate and
execute an agreement with Surf Academy, Inc., a limited liability corporation, for

2005-06.
