SR-301-001 (9) City Council Meeting: September 14, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Request for City Council Affirmation of the City’s Agreement with Surf Academy for Instruction of Surf Classes and Camps INTRODUCTION This report recommends that the City Council affirm the agreement with Surf Academy, a limited license corporation, for a total not to exceed $175,000 for fiscal year 2004-05. BACKGROUND In 2002, the City of Santa Monica first contracted with Surf Academy to offer surf camps. That Summer, 382 youth ages eight to eighteen years old participated. The program was expanded in Summer 2003, adding a body boarding camp for young children and surf lessons for adults. The attendance in 2003 increased dramatically to 828 youth and 688 adults. Participants pay a fee agreed upon by the City and Contractor. Surf Academy also allows approximately twenty youth participating in the City’s Financial Assistance Program to participate in one week of surf camp at no charge to the City. In addition, they conduct approximately 670 free lessons for youth participating in other City camps and programs such as Rosie’s Girls, Camp Santa Monica, Sports Experience and Police Activities League. Contract instructors are paid a percentage of the class fee and the current standard agreement does not include a maximum payment. The total payment to Surf Academy has grown over the years due to the expansion and popularity of the program. During fiscal year 2004-05, the annual payment to Surf Academy is expected to near $175,000. Council approval is required for contracts that exceed $100,000 for contractual services. BUDGET/FINANCIAL IMPACT The recommendation presented in this report does not have any budget or financial impact for fiscal year 2004-05 since the adopted budget currently includes all revenue and expenditure appropriations for the Community Classes offerings including surf camps and classes. RECOMMENDATION Staff recommends that the City Council affirm the agreement with Surf Academy, a limited license corporation, for a total not to exceed $175,000 for fiscal year 2004-05.
