Subject: Recommendation to Award a Contract to S & M Landscape
for the Installation of Irrigation Systems at Santa
Monica civic Auditorium, Ozone Park and Sunset Park and
the Replacement of Sprinkler Heads at Clover, Marine
and Memorial Parks
INTRODUCTION
This report requests that city council award a contract for the
construction of irrigation systems at Santa Monica Civic
Auditorium, Ozone Park and Sunset Park and the replacement of
sprinkler heads at Clover, Marine and Memorial Parks to S & M
Landscape, the lowest responsible bidder, in the amount of
$83,690.00.
BACKGROUND
The irrigation systems to be constructed are to replace current
deteriorated systems which are no longer serviceable.
The new
system will also be designed to conserve water in accordance with
the City's water conservation restrictions.
A Notice Inviting Bids was published on June 20 and 21, 1990, in
the
Outlook,
In
four
construction
journals
and
seven
disadvantaged
business
enterprise
associations.
Bidding
documents were requested by six contractors. Three bids were

received, by the Deputy city Clerk on July 23, 1990. The bids
were as follows:

City staff checked the references given for Santa Monica
Landscape and received favorable responses from their previous
clients.

Appropriation authority is available in Account No. 53-740-511-
26190-8922-99190 in the amount of $46,988.00 for the work at the
various parks and in Account No. 32-740-511-21788-8927-99072 in
the amount of $49,006.00 for the work at the Civic Auditorium.
RECOMMENDATIONS
It is recommended that the City Council:
1. Award a contract for the construction of irrigation systems
at Santa Monica civic Auditorium, Ozone Park and Sunset

Park, and the replacement of sprinkler heads at Clover,
Marine and Memorial Parks to S & M Landscape, the lowest
responsible bidder, in the amount of $83,690.00; and
2. Authorize the City Engineer to issue change orders necessary
to complete the addi tional work to the extent of funds
available in accordance with the Administrative Instruction
on Change Orders.
