Introductlon
ThlS report provides a summary of the funding process used by the
County of Los Angeles for allocation of Federal Job Tralnlng Partner-
ship Act (JTPA) funds for Federal Flscal Year 1983-84, transmits
proposed fundlng allocatlons for Supervisorlal Dlstrict 4, and
discusses the lmpllcatlons of these allocations on the dellvery of
employment and training services to Santa Monica residents.

From 1976 through September 30, 1982, the City of Santa Monlca serve~
in the capaclty of "prime agent" for the County of Los Angeles wlth
the responslhl1ity of provldlng employment and tralning programs to
Santa Monlca resldents. Each year, the City recelved an annual entit1e-
ment amount of CETA funds from the County and elther lmplemented pro-
gramsuslng Clty staff or subcontracted programs to community-based
organlzatlons. However, due to substantlal CETA budget cuts for
1982-83, It was imperatlve toprovlde subcontractors wlth the entlre
amount of aval1able funds rather than supportlng Clty admlnlstratlve
actlvities wlth a portlon of the funds. The Clty therefore made the
declSlon to end its role as the agency dlrectly responslble for the
allocatlon and monltorlng of these programs and play, lnstead, an II-~

advlsory role to the County.

Actlng In this capaclty for 1982-83, the Clty transffiltted its recommenda-
tions for service del~very in our area. Subsequently, two serVlce
provlders located ln and servlng Santa Monlca were funded dlrectly
by the County In 1982-83, thus ensuring contlnued (although much
reduced) serVlce to Santa Manlca residents. These provlders were:
o Unlted Cammunlty and Hous~ng Development Corporation (VHCDC) -
UCHDC(formerly Young Israel-CoffiMunlty Development Corporation)
recelved $347,000 In 1982-83 to serve Supervisorial Dlstrlcts
2, 3, and 4. Of thlS amount, approximately 50% supported
serVlces to Santa Monlca. Durlng the past year, approxlmately
55 Santa Monica residents recelved classroom trainlng or
"on-the-Job" tralnlng and an additlonal 200 resldents received
referral serVlces or placement ln unsubsldlzed employment.
o Cathollc Youth Organ~zatlon (eyO) - CYO recelved $53,294 in
1982-83 County fundlng for -the operatlon of a school-year
Work Experlence Program for youth, and $72,000 for the Summer
Youth Employment program. During the year, approximately
50 youth were served durlng the school year and an addltional
100 youth durlng the summer months.
In preparatlon for making fundlng declsions for the 1983-84 Federal
Flscal Year WhlCh beglns In October of 1983, the County of Los
Angeles lnitiated an applicatlon process whlch dlffered from prevlous
years. Host lmportantly, the program wll1 operate under new Federal
regulations -- the Job Tralnlng partnershlP Act -- WhlCh lS the
program legislated to succeed the CETA program on October 1st. ThlS
legislatlon calls for a greater role of a citlzen advlsory group,
the Prlvate Industry Councl1 or "PIC", ln maklng funding deCls~ons.
ThlS lncreased role, as well as reduced funding, is reflected ~n
the followlng appllcatlon process:
o All CETA serVlce provlders funded by the County ~n 1982-83
,,,,ere lnvi ted to submit "Letters of Intent" to the County
expressing a deslre to be consldered for 1983-84 JTPA
funding. UCHDG and eyo suomltted the requlred letters.
o The County Department of Communlty Services (formerly
Department of Comrnunlty Development) developed criterla
for fundlng WhlCh Ilmlted 1983-84 awards to current
service providers and to the provlslon of serVlce
to General Relief recip~ents excluslvely.

o The Prlvate Industry Councll (comprlsed substantlally of repre-
sentatlves from the prlvate sector) revlewed all appllcations
and on September 6, 1983, flna11zed ltS recommendatlons for
JTPA fundlng. The PIC's recommendatlons for Supervlsorlal
Dlstrlct 4 (lncluding Santa Monlca) lnc1ude these contractors:

Based on the lnformatlon provlded above and communlcation wlth
serVlce provlders ln the area and wlth the County Department of
Co~munity Services, Clty staff has ldentlfled two maJor areas of
concern: The flrst and most ObV10US is the total ellmination of
serVlce to Santa Monica resldents lf the above recommendatlons are
approved by the Board of Supervlsors on September 20th. Secondly,
even ln the event that funds are restored to Santa Monlca serVlce
provlders, the County requlrement that JTPA funds be used for General
Rellef reclplents only will have a major lmpact on servlng the
needs of other very qualifled reciplents. These two concerns are
discussed In more detail below.
1) Ellmlnatlon of Fundlng for Santa Monlca SerVlce provlders -
Whlle both UCHDC and the Catholic Archdiocese of Los Angeles
have been recommended for fundlng to serve other Supervlsorlal
Dlstricts, Dlstrict 4 15 not lncluded ln these allocatlons.
In prlor years, Dlstrict 4 has been lncluded ln allocatlons
to these agencles. As lndlcated by the al10catlons llsted
above, approxlmately 88% of Dlstrict 4 funds wll1 go to the

Clty of Compton w1th smaller allocat1ons to providers located
1n other areas of the d1str1ct. Wh1le 1n theory all of these
programs may be ut111zed by Santa Mon1ca res1dents, lt lS highly
lmprobable that unemployed res1dents could access these programs
w1thout substant1al expense and effort. The ObV10US result of
the proposed recommendat1ons w111 be the v1rtual el1m1nat1on of
all Federal employment and traln1ng opportun1t1es for Santa
Monlca adults and youth.
2) Requirement that all Providers Serve Only General Rel~e~ Rec~p~ents -
As ment~oned prevlously, the County has chosen to llm~t all
JTPA programs servlng adults to those serv1ng General Rel~ef
rec~p~ents only. Wh~le these ~ndlv~duals are most certa~nly In
need of employment and tralnlng serVlces, the requlrement to
excluslvely serve thlS group results ln the ellmlnation of
serVlce to many Santa Monica resldents In need of servlce,
especlally female, slngle parents. Tradltionally, General
Rellef reClplents are slngle, lnd~gent males quallfYlng for
publlC aSslstance. Unemployed or lOW-lncome parents (who
are most often female, slngle heads of households) do not
quallfy under thlS County-funded program and instead rece~ve
assistance through the State-funded Ald to Fam~lles with
Dependent Chlldren (AFDC) program. ThlS group, as well as
other unemployed resldents, w~ll not be served by the JTPA
program. ThlS ralses the crltlcal lasue of whether the
leglslated ~ntent of the program lS belng fully carrled out
by Los Angeles County and whether lndivlduals most ln need are
being denled access.

Given the recogn1t1on by the County that the C1ty of Santa Monica
continues to play an adv1sory role regard1ng the delivery of employ-
ment and tralnlng serV1ces to Santa Monlca res1dents, lt is approprlate
that these concerns be transm1tted to the Board of Superv1sors for
cons1deration and d1Scuss1on. Current service prov1ders have 1ndlcated
that they have contacted Supervisor Dean Dana's Off1ce as well as
scheduled formal appeal hearings in front of a small panel of
County staff and pr1vate sector representat1ves on September 12th.
C1ty staff lS working closely w1th these organ1zatlons to prepare
wr1tten appeals and w111 be present at the September 12th hear1ngs.
In add1tion, a fDrmal communicatlon to the Board of Superv1sors
from the C1ty Council would further brlng these concerns to
the appropr1ate publlC body for conS1deratlon.
Recornrnendat1on
Clty staff recommends that the Mayor, on behalf of the Clty Cauncll,
formally cornrnunlcate the Clty'S concerns regardlng the proposed
JTPA fundlng allocations for Supervlsorlal D1Str1ct 4 and the
consequent lack of serVlce to Santa Monlca resldents.
