CommlsSlon ror transmlttal to the Los Angeles County Board of Super-
Vlsors.
ThlS report requests permlSSlon from the City Council to
transffilt the letter to the Board of Supervlsors.
Discussion
The Clty Councll has been adVlsed In two prevlous staff reports
regardlng the status of Job Tralnlng partnershlP Act fundlng alloca-
tlons. These reports were also reviewed by the Soclal SerVlces
Commlssion. The attached correspondence responds to Commissloners
concerns In thlS area.
Reconunendatlons
Clty staff recommends that the Clty Councll approve the attached
correspondence and authorlze transIDlttal to the Los Angeles County
Board of Supervlsors.

Dear Supervisor Dana:
This letter 1S written to express our deep concern over the
implicat10ns of funding allocations for fiscal year 1983-84
for the Job Tra~ning partnership Act as it will affect Super-
visorial Distrlct 4 and more specifically, our community.
We are a seven member advisory commission, appointed by the
C1ty Council of Santa Mon1ca, to adV1se them regarding soclal
serVlce issues, and to make funding and policy recornmenda tions .
Throughout the past year, we have met with over 50 agencies
prov1d1ng soc~al services to our community in an effort to
determine Just which soclal service needs and problems should
be given prior~ty in allocating diminishing resources in this
area. Unemployment, particularly among low-income, minority
youth, was probably the most frequently cited social problem
mentioned by human serVlce agencles and other "community
knowledgeables". It is for thlS reason that we find the County's
recent funding allocations for JTPA, which will result in the
virtual elimlnatlon of service to Santa Monica adult residents,
to be of great concern. Clearly, unemployed adult residents of
our community will find lt very difflcult, if not possible, to
access programs as far away as Redondo Beach or the Crenshaw
area. Programs such as JTPA that allow recipients of soclal
serVlces to become self sufficient, productive citizens have
our full support. We feel that the citizens of our community
should not be denled the opportunity to participate in such
programs.
In add~tion, we feel it to be inequitable to make the services
of JTPA avallable to General Relief reciplents, while denying
them to those recelving benefits through the Aid to Famll~es
wlth Dependent Chlldren program. Recipients of AFDC are generally
single parent mothers, who are likely to be badly in need of work
to support thelr famll~es. If the current policles of targeting
all services to General Relief recipients continue, we fear that
women and parents who are desparately in need to serVlces will
be discrlmlnated agalnst, as General Relief recipients are most
often single males.

We ask that you consider these concerns in assessing the
employment and train~ng needs of the various commun~t~es
under your Jurisdiction and that the needs of our low income
residents wlll be carefully considered as the Board of Super-
visors makes dlfficult, but very important, funding dec~slons
in the future.
