SR-300-004 (9) CCS:ADMIN:KG:KG:F:\ccsadmn\share\staffrep\resorobertizberg Council Meeting: March 5, 2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Application for Roberti-Z’Berg-Harris Urban Open Space and Recreation Program Under the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Act of 2000 Introduction This report recommends that the City Council adopt the attached resolution authorizing the City Manager to apply for State of California Roberti-Z’Berg-Harris grant funds under the Safe Neighborhood Parks, Clean Air and Coastal Protection Act of 2000. Background The Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000 (State Proposition 12) was developed to respond to the recreational and open space needs of California’s growing population and expanding urban communities. It is intended to revive state stewardship of natural resources by investing in neighborhood and state parks, clean water protection and coastal beaches and scenic areas. The Roberti-Z’Berg Harris Urban Open Space and Recreation block grant program is intended to provide funding for park and recreational facilities to meet urban recreational needs. Discussion The City of Santa Monica has been allocated $280,973 under the Proposition 12 Roberti-Z’Berg-Harris block grant program. The attached resolution provides the local approval necessary for the State to enter into a contract with the City for the distribution of these funds. Once a contract is executed, the City will be able to submit individual project applications to the State Department of Parks and Recreation for approval. It is anticipated that these funds will be used for the Virginia Avenue Park Expansion project. Budget/Financial Impact The grant amount of $280,973 will supplement the Virginia Avenue Park Expansion budget. Staff recommends the establishment of a revenue budget in the amount of $280,973 at account #20501.406670. Recommendation Staff recommends that the City Council approve the attached resolution authorizing the City Manager to apply for and execute all necessary documents relating to Proposition 12 Roberti-Z’Berg-Harris Urban Open Space and Recreation Program block grant funds and establish a revenue budget in the amount of $280,973 in account number 20501.406670.
