SUBJECT: Application for ROberti-z'Berg Funds
Introduction
This report requests the City council to approve a resolution
authorizing application for grant funds under the Roberti Z'Berg
Urban Open Space and Recreation Program and requests authoriza-
tion for the City Manager to apply for funds.
Background
A Roberti Z'Berg Block Grant for $45,051 is available to the City
until June 30, 1986. The Urban Open Space and Recreation Program
provides funds to local agencies of the state of California to
acquire or develop recreation lands and facilities for recreation
and open space purposes that will help meet urban recreation
needs. Authority to provide such funds is contained in the
Public Resources Code Chapter 160, statutes of 1976, as amended.
The $45,051 is allocated to Santa Monica on a per capita basis
and is separate from the Regional Competitive Grant Application
for Clover Park Development.

staff has been advised by the State to apply as soon as possible
in order to encumber the money thereby ensuring its future
availability. staff proposes using this allocation, as well as
last year's ROberti-Z'Berg allocation of $45,821 currently encum-
bered, on the Clover Park Extension. The state has indicated
this to be an appropriate use of ROberti-Z'Berg funds.
BUdget/Financial Impact
The allocation will represent an increase in budgeted revenues
available to the city, and specifically to the Clover Park Exten-
sion Project. staff will recommend necessary budget action to
allow receipt of the revenue and appropriation of funds for
development.
Recommendation
It is recommended that the City Council:
1. Adopt the attached resolution.
2. Authorize the City Manager to execute the necessary documents
to apply for the funds.

RESOLUTION NO. 7103{CCS)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER
THE ROBERTI-Z'BERG URBAN OPEN SPACE AND RECREATION
PROGRAM FOR DEVELOPMENT OF SANTA MONICA PARKS.
WHEREAS, the legislature of the state of California has en-
acted the ROberti-z'Berg Urban Open Space and Recreation Program,
which provides funds to certain political subdivisions of the
State of California for acquiring lands and for developing
facilities to meet urban recreation needs; and
WHEREAS, the state Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program, setting up necessary procedures governing application by
local agencies under the program; and
WHEREAS, sald procedures established by the State Department
of Parks and Recreation require the applicant to certify by
resolution the approval of applications prior to submission of
said applications to the State; and
WHEREAS, said applications contain a certification that the

applicant will comply with all federal, state, and local environ-
mental, public health, relocation, affirmative action, and
clearinghouse requirements and all other appropriate codes, laws
and regulations prior to the expenditure of the grant funds; and
WHEREAS, the project(s) applied for under this program must
be of a high priority and satisfy the most urgent park and recre-
ation needs with emphasis on unmet needs in the most heavily
populated areas,
NOW, THERFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council approves the filing of an ap-
plication for funding under the ROberti-z'Berg Urban Open Space
and Recreation Program.
SECTION 2. The City Council certifies that the City under-
stands the general provisions of the agreement.
SECTION 3. The City Council certifies that the city has or
will have sufficient funds to operate and maintain the project(s)
funded under this program.
SECTION 4. The city Council certifies that the City has or
will have available prior to commencement of any work on the
project(s) included in this application matching money from a
nonstate source.
SECTION 5. The City council certifies that the project(s)
included in this application conform to the recreation element of
any applicable city or county general plan.

SECTION 6. The city council appoints the city Manager as
agent of the city of Santa Monica to conduct all negotiations,
execute and submit all documents including but not limited to
applications, agreements, amendments, payment requests, and so on
which may be necessary for the completion of the aforementioned
project(s) .
SECTION 7. The City Council appoints the City Attorney as
legal counsel for said agency with authorization to sign the cer-
tification of page 1 of application.
SECTION B. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
in full force and effect.
