APPLICATION FOR ROBERTI-Z'BERG-HARRIS FUNDS
SUBJECT:
INTRODUCTION
This report requests the City Council to approve a resolution
authorizing
application
for
grant
funds
under
the
ROberti-Z'Berg-Harris Urban Open Space and Recreation Program and
requests authorization for the City Manager to apply for funds.
BACKGROUND
A ROberti-Z'Berg-Harris Block Grant for $35,342 is available to
the city. The Urban Open Space and Recreation Program provides
funds to local agencies of the State of California to acquire or
develop recreation lands and facilities for recreation and open
space purposes that will help meet urban recreation needs.
The City has been advised by the state that it should make
application as soon as possible in order to encumber money in the
state budget for the 1990-91 fiscal year. Once the funds have
been encumbered, the City will then consider specific projects
for these funds during the 1990-91 capital budget process.

BUDGET/FINANCIAL IMPACT
The allocation will represent an increase in budgeted revenues
available to the city in FY 1990-91. Staff will return to the
Council to request authorization to spend these funds \tlhen a
project has been identified as part of the FY1990-91 capital
budget process.
At that time staff will recommend necessary
budget action to allow receipt of the revenue and appropriation
of the funds for a specific project.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt the attached resolution;
2. Authorize the city Manager to execute the necessary
documents to apply for the funds;
3. Direct staff to return with a request for approval of a
specific project at a later date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE APPLICATION FOR
GRANT FUNDS UNDER THE ROBERTI-Z'BERG-HARRIS
URBAN OPEN SPACE AND RECREATION PROGRAM FOR
DEVELOPMENT OF SANTA MONICA PARKS
WHEREAS I the Legislature of the State of California has
enacted the ROberti-Z'berg-Harris Urban Open Space and Recreation
Program, which provides funds to certain political subdivisions
of the State of California for acquiring lands and for developing
subdivisions of the state of California for acquiring lands and
for developing facilities to meet urban recreation needs; and
WHEREAS, the state Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program, setting up necessary procedures governing application by
local agencies under the program~ and
WHEREAS I said procedures established by the state Department
of Parks and Recreation require the applicant to certify by
resolution the approval of application(s} prior to submission of
said application(s) to the state; and
WHEREAS I said application(s} contain a certification that the
applicant will comply with all federal I state and local
environmental I public health, relocation, affirmative action, and

clearinghouse requirements and all other appropriate codes, laws,
and regulations prior to the expenditure of the grant funds; and
WHEREAS, the project(s) applied for under this program must
be of a high priority and satisfy the most urgent park and
recreation needs, with emphasis on unmet needs in the most
heavily populated areas; and
WHEREAS, the applicant will enter into an agreement with the
State of California for acquisition or development of the
proj ect ( s) ,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

will have available, prior to commencement of any work on the
project(s) included in this application, the required match.
SECTION 5. The City Council certifies that the project(s)
included in this application conform to the open space element of
the City's General Plan.
SECTION 6. The city Council authorizes the City Manager of
the City of Santa Monica to conduct all negotiations and execute
and submit all documents including, but not limited to,
applications, agreements, amendments, and payment requests, which
may be necessary for the completion of the aforementioned
projects (s) .
SECTION 7. The city Council authorizes the City Attorney as
legal counsel for the City to sign any legal certifications
required under this program.
SECTION 8. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
