SUBJEcr: Resolution Authorizing Application for Grant Funds Under the
Roberti -Z 1 berg Urban Open Space and Recreation Program
Introduction
This report recomnends the City Council authorize the application for grant
funds tmder the Roberti-Z I berg Urban Open Space and Recreation Program, for
the purpose of constructing a new termis bleacher system at Lincoln Park.

The existing wooden tennis court bleachers at Lincoln Park are over thirty
years old, and require significant annual repairs and replacement of wooden
members. Even after repair, slivers and structural hazards cannot be com-
pletely rerroved. Further repair is no longer feasible, due to extensive dry
rot and termi.te damage.
In the interest of public safety, staff proposes the d.em:>lition of the existing
bleachers and the construction of a safe new system which \OOtild require less
m:d.ntenance and provide m::rre comfort to the public.
The Roberti -Z I berg Urban Open Space and Recreation Program is an annual $25
million grant program which provides grants to cities, counties and park and
recreation areas within the IIDre heavily populated areas of the State. The
intent of the program is to meet tbe tIDst urgent and unmet recreation needs,
with emphasis on meeting the regreation needs of residents in urbanized areas.
This year I s allocat1.on to the City of Santa Monica totals $25, 796. This is a
ffi3.tching grant program in which the State will provide 75 percent and the ap-
plicant nust provide 25 percent of allowable project costs. Deadline for ap-
plication of these funds is May 1, 1980.

Pursuant to Council requests submltted herewith are proJects for consideratlon
for the Roberti-Z'Berg Grant Program.
Renovate play area Douglas Park - $35,000
Replace tennis court lights Douglas Park - $30,000
Install two tennis courts Virginia Ave. Park - $42,000
JUSTIFICATION
The play area at Douglas Park is very heavily used, particularly by small children.
The present play equlpment and arrangement thereof does not adequately accommodate
present usage. The requested funds would re-orient the area. add equipment for
smaller children and update some of the existing equipment to improve user safety
and comfort, imorove malntenonce efficiency and improve the general appearance of
the park.
The requested tennis court lightlng is required to correct substandard playing
conditlons. Existing lighting is over 20 years old and operating at maximum
wattage load. No further adJustments can be made to make the lights brighter.
The reauested lights would double the light on the court while reducing the energy
consu~ption by 36%.
Virginia Ave. Park was master planned to have two tennis courts. The requested
funds would lnstall the courts and fulfill the only remaining requirement of the
master plan.

WHEREAS, the legislature of the State of Cal1fornia has enacted the
Robertl-Z'Berg Urban Open-Space and Recreation Program, which provldes funds
to certaln polltical subdlVlsions of the State of Callfornla for acqulring lands
and for d~veloping facilities to meet urban recreation needs, and
WHEREAS, the State Department of Parks and Recreatlon has been
delegated the responsibi11ty for the administratlon of the program, setting up
necessary procedures governlng app11catlon by local agencies under the program; and
WHEREAS, said procedures estab11shed by the State Department of Parks
and Recreatlon require the applicant to certify by resolutlon the approval of

aopllcatlons prior to submisslon of sald apo11cations to the state; and
WHEREAS. sald applications contaln a certlflcatlon that the appllcant
wll1 comply wlth all federal, state. and local envlronmenta1. public health,
relocation, affirmative actlon, and clearlnghouse requlrements and all other
approprlate codes, laws and regulatlons prlor to the expendlture of the grants
funds; and
WHEREAS. the proJect applied for under thlS program must be of a high
prlority and satisfy the most urgent park and recreatlon needs with emphasls on
