Introduction
This report requests Councll approval of the proposed use of the 1980-81 State
Urban Open Space a~d RecrEation Progra~ allocation fer Santa Monica.
Backgroun_d
The State of Califorma through the Roberti-Z'Berg Urban Open Space and Recreation
Program provldes grants to citles for acqulsitlon and development of park and
recreatlon are&s. The 1980-31 allocat1on, whith is the fifth year gra~t for Santa
Monica, 1S ~22,527.
This is a matcf1ng grant program. The State wlll provide 75% and the Clty 25%.
M~tchlng funds must be from a non-state SGurce. Previous years allocations have
been approved for Vlrginla Avenue Park and Clover Park.
The Recreation ar-d Parks Commission r€viewed and approved staff's recowcendation
at thelr Aprll 16t 1981 meetlng.
Recorrmendatlon
Staff recommends the 198C-81 allocatlon be used at ClovEr Park for completlon of
the sports fleld lightlng project, and C1ty Councll authorlze the appllcatlon for
these furds through the approval of the attached resolution.

SANTA MONICA APPROVING THE APPLICATION FOR (RANT
FUNDS UNDER THE ROBERTI-Z.BERG URBAN OPEN-SPACE
AND RECREATION PROGRAM FOR CLO~ER PARK.
WHEREASt the leglslature of the State of Callfornla hcs enacted the Roberti-
I'Berg Urban Open-Space and Recreation Program. whlcr prcvldes funds to certain
p011tlco1 subdiv1510ns of the State of Ctllforria for acqulrlng lands and for
developlng facl11tles to mret urban recreatlon nEeds; and
WHEREAS. the StatE Department of Parks and r.ecreatlon has beer, delegated the
responsibillty for the adlTiinistratlon of the program. settln~ up necessc:.ry
procedures governlng appllcatlor by local agencles under the program; and
WHEREAS. sa1d procedures establlshed by the State Department of Parks and
Recreation require the applicart to cert,fy by resclutlon the apprcval of
appl1cdtlons prlor to submlsslon of said appllcations to the state; and
WHEREASt Sdld applicatlons contaln a certlficatior thet the applican1 wlll
comply with all federalt state, and local e~vironment51t publlC health. relocationt
afflrmatlve actiont and clearlnghause requlrements and all other apprcpriate codest
laws and regulat10ns prlor to the expendlture of the grant f~nds; and

1. Approves the f111ng of ar. applicatlon for funulng under the Robert1-
I. berg Urban Open-Space al.d Recreatlon Program for Clover Park; and
2. Certlfles that Sdld agfncy unc'erstar.ds the general prOV1S1ons of the
agreement; and
3. Certlfles that Sdld tgency has or wl11 have suffic1ent funds to operate
and malntaln Clover Park as funded under this program; and

of any work on Clover Park matchlng mane,) frOIR a nonstate source; and

Certifies that Clover Park C0nforms to the recreation element of the city
general plan; and

all mgotlatlons, execute and submit all doc.umrnts lncluding but not
11mlted to applications, agreements, amfndffients, payment requests and so
on WhlCh may be necessary for the ccmpletlon of thf aforementloned proJect(s);
and
7. Appolnts the Clty Attorney as legal coursel for said agency with authOrlZatlon
to sign the certiflcation on page 1 of appllcation.
