Introduct1on
Thls report requests Councll approval of the resolutlon authorlz1ng appllcatlon for grant
funds under the Robertl-Z'berg Urban Open-Space and Recreat10n prograw and requests
author1zatlon of the Clty Eanager to Slgn the appllcatlon for the funds.
Background
~he State has lnd1cated that It 1S permlssable for the C1ty to apply for Bond Act funds
wlthout a spec1f1c commltment to proJects. This would enable the funds to be encumbered
ln the State budget for the 1982-83 flscal year. The Clty can then conSlder speclfic
proJects for these funds dur1ng the 1982-83 budget process.
~ay 1, 1982, lS the deadllne for appllcatlon to the State. The Clty'S allocated amount
1S $65,876.
Recommendatlon
Staff reco~ends the adoptlon or the attached resolutlon and recommends Councll authorlze
the Clty ~ar.ager to slgn the appl1cat1on for these funds.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING THE APPLICATION FOR
GRANT FUNDS UNDER THE ROBERTI-Z1BERG URBAN OPEN
SPACE AND RECREATION PROGRAM FOR DEVELOPMENT OF
SANTA MONICA PARKS.
WHEREAS, the legislature of the State of California has enacted the Roberti-Z'Berg
Urban Open Space and Recreatlon Program, WhlCh provides funds to certaln polltical
subdivlsions of the State of Californla for acqulrlng lands and for developing facil,tles
to meet urban recreation needs; and
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility for the admlnistration of the program, setting up necessary procedures
governing appllcation by local agencies under the program; and
WHEREAS, said procedures established by the State Department of Parks and Recreation
require the applicant to certify by resolution the approval of applications prior to
submission of said applications to the state; and
WHEREAS, said applications contain a certification that the applicant will comply
with all federal, state, and local environmental, publlC health, relocatlon, affirmative
action. and clearinghouse requirements and all other appropriate codes~ laws and
regulatlons prior to the expenditure of the grant funds; and
WHEREAS~ the project (5) applied for under this program must be of a high priorlty and
satisfy the most urgent park and recreation needs with emphasis on unmet needs in the
most heavlly populated areas;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS;
SECTION 1. The City Councll approves the filing of an appllcation for funding under
the Roberti-Z'Berg Urban Open-Space and Recreation Program.
SECTION 2. The City Counc,l certifies that the City understands the general provlsions
of the agreement.

SECTION 3. The Clty Council certifies that the City has or will have sufficient funds
to operate and maintain the project (s) funded under thlS program.
SECTION 4. The City Council certifies that the City has or will have available prior to
commencement of any work on the proJect (5) included in this aoplication matching money
from a nonstate source.
SECTION 5. The City Council certifies that the proJect (s) included in this application
conform to the recreatlon element of any applicable Clty or county general plan.
SECTION 6. The City Council appoints the City Manager as agent of the Clty of Santa
Monica to conduct all negotiatlons, execute and submlt all documents including but not
limited to applicatlons~ agreements, amendments, payment requests, and so on which may be
necessary for the completion of the aforementioned project (5).
SECTION 7. The City Council appoints the Clty Attorney as legal counsel for said agency
with authorlzation to sign the certification of page 1 of application.
SECTION 8. The City Clerk shall certify to the adoption of this resolution and
thenceforth and thereafter the same shall be in full force and effect.
