Introduction
Thls report requests Counell approval of resolution authorlzlng applicatlon
for grant funds under the Roberti I'Berg Urban Open Space and Recreation
Program and requests authorizatlon of the City Manager to slgn the applicatIon
for the funds.
Background
A Block Grant for $4.981 is available to the City until June 30. 1984.
We have been advlsed by the State that we should make appllcatlon as soon
as posslble in order to encumber the money thereby ensurlng it's
avaIl abi11 ty. Staff does not have a speCl fic project recommendatIon
at thls tlme.
The State has lndlcated that It 1S permlssable for the Clty to apply for
Bond Act funds wlthout a speclfIc commitment to proJects. This would enable
the funds to be encumbered In the State budget for the 1983-84 fiscal year.
The CIty can then consider speciflc projects for these funds during the
1983-84 fiscal year.
Budget/FinanClal Impact
The allocation will represent an increase In budgeted revenues avallable to the City.
Staff will return to Councll to request authorization to spend these funds
when a proJect has been chosen. Thls will result In additlonal revenue for the City
whlch has not been previously budgeted.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING THE APPLICATION FOR
GRANT FUNDS UNDER THE ROBERTI-Z'BERG URBAN OPEN
SPACE AND RECREATION PROGRAM FOR DEVELOPMENT OF
SANTA MONICA PARKS.
WHcREASt the legislature of the State of California has enacted the Roberti-ZtBerg
Urban Open Space and Recreation Program, which provides funds to certain political
subdivisions of the State of California for acquiring lands and for developing facilities'
tomeet urban recreation needs; and
WHEREASt the State Department of Parks and Recreation has been delegated the ".
responsibility for the administration of the programt setting up necessary procedures
governing application by local agencies under the program; and
WHEREASt said procedures established by the State Dep~rtment of Parks and Recreation
~~quire the applicant to certify by resolution the approval of applications prior to
sub~ission of said applications to the state; and
WHEREASt said applications contain q certification that the applicant will comply

with all federal, state~ and local environmentalt public health, relocationt affirmative
action, and clearinghouse requirements and all other appropriate codes, laws and
regulations prior to the expenditure of the grant funds; and
WHEREASt the project Cs) applied for under this program must be of a high priority anc
satisfy the most urgent park and recreation needs with emphasis on unmet needs in the
most heavily populated areas;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECT10N 1. The City Council approves the filing of an application for funding under
the Roberti-Z'Berg Urban Open-Space and Recreation Program.
SECTION 2. The City Council certifies that the City understands the general provisio

SECTlpN 3. The City Council certifies ~hat the City has or will have sufficient funds

to operate and maintain the project (s) fundeo under this program.
SECTION 4. The City Council certifies that the City has or will have available prior t
commencement of any work on the project (s) included in this application matching money
from a nonstate source.
SECTION 5. The City Council certifies that the project (s) included in this applicatic
conform to the recreation element of any applicable city or county general plan.

SECTION 6. The City Council appoints the City Manager as agent of the. City of Santa
Monica to conduFt all negotiations, execute and submit all documents including but not
Ji~ited to 'applications, agreements, ~~endments~ payment requests, and so on which. may be
necessary for the completion of the aforementioned project (s).
SECTION 7. The City Council appoints the City Attorney as legal counsel for said agen
with authorization to sign the certification of page 1 of application.
SECTION 8. The City Clerk shall certify to the adoption of this resolution and
thenceforth and thereafter the same shall be in full force and effect.
