Appllcat~on for Robert1-Z'Berg Funds
Introduction
ThlS report requests the Clty Council to approve a resolutlon
author1z~ng appl1catlon for grant funds under the Roberti Z'Berg
Urban Open Space and Recreat10n Program and requests authoriza-
tlon for the Clty Manager to apply for funds.

A Robert1 Z'Berg Block Grant for $45,821 is ava~lable to the C1ty
unt11 June 30, 1985.
The Urban Open Space and Recreation Program
prov~des funds to local agenc1es of the State of Cal1fornla to
acqulre or develop recreat10n lands and fac111t1es for recre-
atlon and open space purposes that w~ll help meet urban recre-
atlon needs. Authorlty to prov1de such funds 18 contained 1n the
Publ1C Resources Code Chapter 160, Statutes of 1976, as amended.
We have been advised by the State that we should make applicatlon
as soon as posslble 1n order to encumber the money thereby ensur-
lng 1tS future avallabl11ty.

The State has ind~cated that ~t ~s permissab1e for the Clty to
apply for Bond Act funds wlthout a spec~fic commltment to proJ-
ects. Th1S w~ll enable the funds to be encumbered ln the State
budget for the 1984-85 fiscal year.
The Clty can then consider
speclfic proJects for these funds durlng the 1984-85 f1scal year.
Budget/Flnanclal Impact
The allocat10n w~ll represent an lncrease ln budgeted revenues
avallable to the City.
Staff w~ll return to Council to request
authorizatlon to spend these funds when a project has been lden-
tlfled.
At that tlme Staff wlll recommend necessary budget ac-
t~cn to allow reC€lpt of the revenue and approprlatlon of the
funds for a spec1flc proJect.
Recommendat~on
It lS recommended that the Clty Counc~l:
1. Adopt the attached resolut~on.
2. Authorize the Clty Manager to execute the necessary documents
to apply for the funds.
3. D1rect Staff to return w1th a request for approval of a
speclflc proJect at a later date.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MO~ICA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER
THE ROBERTI-Z'BERG URBAN OPEN SPACE AND RECREATION
PROGRAM FOR DEVELOPMENT OF SANTA MONICA PARKS.
WHEREAS, the leg~slature of the State of CalifornLa has en-
acted the Roberti-z'Berg Urban Open Space and Recreat~on Program,
wh~ch provides funds to certaln polit~cal subdivisions of the
State of Callfornla for acqu~r~ng lands and for develop~ng
facilit~es to neet urban recreat~on needs; and
WHEREAS, the State Department of Parks and Recreatlon has
been delegated the responsibillty for the admlDlstratlon of the
progra~, settlng up necessary procedures governing appl~cat~on by
local agencles under the program; and
WHEREAS, sald procedures established by the State Department
of Parks and Recreatlon requ~re the appl~cant to cert~fy by
resolutlon the approval of appllcat~ons pr~or to submlss10n of
sa~d appl~cat~ons to the State; and
WHEREAS, said appl~cations contaln a cert~flcation that the
applicant w~ll comply with all federal, state, and local enV1Ton-
mental, public health, Telocat~on, affirmat~ve act~on, and
clearlnghouse requ~rements and all other approprlate codes, laws
and regulations prior to the expendlture of the grant funds; and

WHEREAS, the proJect(s) applled fer under this program rrust
be of a hlgh prlorlty and satlsfy the most urgent park and recre-
atlon needs wlth emphasls on unmet needs In the most heavlly
populated areas;
KOW, THERFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council approves the filing of an ap-
plicatlon for funding under the Robertl-z'Berg Urban Open Space
and Recreatlon Program.
SECTION 2. The Clty Councll certifles that the Clty under-
stands the general provlsions of the agreement.
SECTION 3. The Clty Councll certifles that the City has or
will have sufflclent funds to operate and malntain the proJect(s)
funded under thls program.
SECTION 4.
The Clty Councl1 certifles that the Clty has or
wlll have avallable prlor to corrmenceITent of any work on the
proJect(s) lncluded In thlS appllcatlon matching ~oney from a
nonstate source.
SECTION 5. The Clty Councl1 cert~fies that the proJect(s)
included lTI thlS appllcation conform to the recreatlon element of
any appllcable Clty or county general plan.
SECTION 6. The Clty Councll appolnts the Clty Manager as
agent of the Clty of Santa Monica to conduct all negotlatlons,
execute and submlt all documents Lncludlng but not 11mited to
appllcatlons. agreements, amendwents, payment requests, and so on
WhlCh may be necessary for the completlon of the aforernentloned
proJect(s).
SECTION 7. The City Councll apPolnts the Clty Attorney as

legal counsel for sald agency wlth authorlzatlon to slgn the cer-
tlflcatlon of page 1 of appl~cat~on.
SECTION 8. The Clty Clerk shall certlfy to the adoptlon of
thlS resolutlon and thenceforth and thereafter the same shall be
ln full force and effect.
