SR-300-004 (10) CCS: ADMN: KG: KG: F:\SHARE\STAFFREP\PROP40RZBERGPERCAP Council Meeting: December 16, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Resolution Authorizing the Application for Per Capita and Roberti-Z’Berg- Harris Grant Funds under the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002; and Approve Expenditure Appropriations and Revenue Increases Introduction This report recommends that the City Council adopt the attached resolutions authorizing the City Manager to apply for State of California Per Capita and Roberti-Z’Berg-Harris grant funds under the California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of 2002. The report also recommends budget changes necessary to implement the grant through appropriation of expenditures authorized under the grant and increase in revenue based on the grant award. Background The Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2002 (State Proposition 40) was developed to respond to the recreational and open space needs of California’s growing population and expanding urban communities. It is intended to revive state stewardship of natural resources by investing in neighborhood and state parks, clean water protection and coastal beaches and scenic areas. The Per Capita Grant Program is intended to meet the need for safe, open and accessible local park and recreational facilities for increased recreational opportunities 1 and the Roberti-Z’Berg Harris Program is intended to provide funding for park and recreational facilities to meet urban recreational needs. Discussion The City of Santa Monica has been allocated $387,000 under the Proposition 40 Per Capita Program and $238,292 under the Roberti-Z’Berg-Harris Block Grant Program. The attached resolutions provide the local approval necessary for the State to enter into contracts with the City for the distribution of these funds. Once contracts are executed, the City will be able to submit individual project applications to the State Department of Parks and Recreation for approval. The use of these funds will be considered in the context of the FY04-07 Capital Improvement Program. Budget/Financial Impact Staff recommends the establishment of a revenue budget in the amount of $387,000 at account #20501.403350 and a revenue budget in the amount of $238,292 at account #20501.403360 and appropriate $387,000 in account C20087104.589000 and $238,292 in account C20087204.589000.
