TO Mayor and City Council FROM' City Staff SUBJECT: CDBG Property Acquisition 2937 Virginia Avenue Background/Discu~sion On February 3, 1981. CIty Council allocated 5200,000 in Community Development Block Grant (CDBG) funds for the acquisitIon of a residential property to be converted to a recovery home for substance-abusing youth. The proposal was presented by CLARE Foundation, a Santa Monica-based non-profit organizatIon which intends to lease the home fron the City and operate a Youth Recovery Home. A mlnimu~ of 80% of the participating young people are to be Santa Monica reSidents. The purpose of the Hone is to provide a sober. supportive residential environment in their comnunity of origin for recovering alcohol and drug problem youth. The property at 2937 Virginia Avenue was identified as an appropriate site. The house has three bedrooms and 1-3/4 baths, with a detached guest room and bath in the rear. The house has recently undergone substantial remodelIng. An appraisal of the property was performed, as well as a second, review appraisal. These were obtained In accordance WIth the Uniform Relocation Assistance and Real Property AcqUISitIon Policies Act of 1970. (CopIes of the appraisal reports are available for review In the office of the Community & Environmental Services Department.) The final appraisal amount has been determined to be $259,000. The budget amount for the acquiSItion is $200.000. The Seller. however, has expressed hIS wIllIngness to "donate'i the 559.000 difference. J981. an Exe~ption on the Basis of Non-Rental Use for the above property was granted by the Santa Monica Rent Control Board. RecomMendation It is recommended that City Council I. Authorize City staff to open preli~Jnary negotiations for the purchase of property located at 2937 Virginia Avenue; 2 Direct staff to discuss the project with neighbors of said property, and 3.
