RecommendatIon to Allocate an AddItIonal Amount of
$10,0G0 In CDBG ContIngency Funds to the ReSIdentIal
SecurIty InstallatIon Program.
INTRODUCTION
ThIS report recommends that the CIty CouncIl approve the
allocatIon of an addItIonal $10,000 In CommunIty Development
Block Grant (CDBG) funds for the prOVISIon of securIty audIt and
securIty
hardware
InstallatIon
serVIces
for
the
CIty'S
ReSIdentIal SecurIty InstallatIon Progranl which benefits lower in-
come resldents.
BACKGROUND
On June 18, 1984 CIty CounCIl approved the ReSIdentIal SecurIty
InstallatIon Program tor 1984-85 In the amount of $16,504 In CDBG
funds.
$14,600 of these funds has been earmarked tor the
prOVISIon of securIty audIt and hardware InstallatIon serVIces
and $1,904 for advertISIng and admInIstratIon.
A goal of 200
InstallatIons was establIshed.
To date, 128 have been completed
and $11,945 has been expended.
These expendl tures Include the
cost of reSIdentIal securIty audIts and the InstallatIon of
deadbolt locks, peep holes, WIndow locks, and In some cases
replacement of broken WIndowpanes and doors when necessary to
ensure secur 1 ty.
A large percentage of those partICIpatIng In
the progranl are lOW-Income senIor CItIzens and female-headed
households.

The current program represents a reductIon over prevIous years
($36,508 In FY82-83 when operated by the Ocean Park CommunI ty
OrganIzatIon and $30,000 for the CIty'S 1983-84 program).
DISCUSSION
ThIS reduced program was InItIally recommended by CIty Staff due
to the uncertaInty of the contInued demand for the program and
based on a prOJectIon of an average cost per Installation.
However, the tremendous response to the program has exceeded
preVIous prOJectIons and the current allocatIon IS not adequate
to sustaIn the current level of serVIce for the remaInder of the
fiscal year.
In addItIon, current lOW-Income applIcants are
reqUIrIng more extenSIve InstallatIons than orIgInally proJected
in order to secure theIr unIts.
The amount requested WIll
prOVIde suffICIent fundIng for the balance of the fIscal year and
WIll enable the program to complete a total of 228 InstallatIons
for the year.
BUDGET/FINANCIAL IMPACT
Currently there IS $16,504 approprIated for thIS program In CDBG
Account #01-200-262-728-710.
The requested addI tlonal funds of
$10,000 are avaIlable In the CDBG ProJect ContIngency Fund
Account #01-200-262-728-774.

RECOMMENDATION
CIty staff recommends that the CIty CouncIl:
1. Approve the transfer of CDBG contIngency funds
from Account #01-200-262-728-774 to ResIdential
SecurIty InstallatIon Program Account
#01-200-262-728-710.
2. Approve the subsequent amendment to the CDBG
Statement of ObJectIves for submISSIon to the u.s.
Department of HOUSIng and Urban Development,
IncreaSIng the ReSIdential SecurIty Installation
Program from $16,504 to $26,504.
