Comment on the Community Development Block Grant
(CDBG) Funding for FYl990-91 and to Approve a
Resolution Authorizing Submission of the nproposed
statement of Community Development Objectives and
Proj ected Use of Funds" to the U. S. Department of
Housing and Urban Development
Introduction
This report requests that the city council hold a public hearing
and adopt the attached Resolution:
(1) approving Proposed
Community Development Block Grant Funding for FY1990-91; and (2)
authorizing the submittal of all documents required for the
implementation of the 1990-91 Community Development Block Grant
(CDBG) program to the u.s. Department of Housing and Urban
Development (HUD).
One of these documents, the "Proposed
statement of community Development Objectives and Projected Use
of Funds," is also attached to this report for Council review.
Background
On May 30, 1989, the city Council approved the Proposed Two Year
Plan for the Community Development Program, including staff
recommendations for all projects to be funded with Community
Development Block Grant funds in year 1, FY1989-90 and year 2,
FY1990-91.

While the Council has approved the general use of CDBG funds for
a 2-year period, it must take two actions to implement year 2
(FY1990-91) of CDBG funding: (l) hold a public hearing on
proposed use of CDBG funds and (2) approve the attached
resolution. The resolution authorizes the submittal of the
"Proposed statement of community Development Objectives and
proj ected Use of Funds." This document is required by HOD and
represents the City's application for receipt of its 1990-9l CDBG
entitlement, along with a number of standard certifications to be
signed by the City Manager. It must be submitted to HUD by June
1,1990 and the recommended actions therefore must occur prior to
the City's budget adoption process. This document, as required
by Federal regulations, has been published in the Eveninq Outlook
and has been made available to the public for review and comment.
Financial/Budgetary Impact
All necessary appropriations for recommended Community
Development proj ects have been included in the City Manager's
Proposed city Budget for FY1990-9l. Any changes made by the
Council to the proposed funding levels included in the proposed
COBG statement of Objectives will necessitate corresponding
changes in the City's budget prior to its adoption in June of
1990.
Recommendations
City staff recommends that the Council hold the public hearing
and adopt the attached resolution regarding the approval and
submittal of the CDBG statement of Objectives.

PROPOSED STATEMENT OF COMMUNITY DEVELOPMENT
OBJECTIVES AND PROJECTED USE OF FUNDS
The following describes the proposed use of CDBG Entitlement
funds planned for Fiscal Year 1990-91. Of these expenditures,
100% is being used for activities which meet the national objec-
tive of primarily benefitting low and moderate-income persons.
I. COMMUNITY DEVELOPMENT OBJECTIVES FOR FY 1990-91
o To maintain and improve affordable housing opportunities
for low and moderate income persons.
o To stablilize and enhance low and moderate income neighbor
hoods through neighborhood revitalization and other com-
munity development efforts.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING COMMUNITY DEVELOPMENT BLOCK GRANT(COBG) FUNDING FOR
FY1990-91 AND AUTHORIZING SUBMISSION OF CDBG STATEMENT OF
OBJECTIVES FOR 1990-91
WHEREAS, the City of Santa Monica approved a two year
Community Development Program for fiscal year 1989-90 and 1990-91
to meet the community development needs of city residents; and
WHEREAS, in addition the Council has approved the COBG
statement of Objectives for FY1990-91; and
WHEREAS, public hearings have been held to receive comments
on community development and housing needs and on the Community
Development Plan and CDBG Statement of Objectives; and
WHEREAS,
the proposed CDBG statement of Obj ecti ves
contained recommendations for specific Community and Neighborhood
Improvement Projects and Community Service projects approved by
the City Council prior to implementation of the 1990-91 program,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION L The city Council of the city of Santa Monica
approves community Development Block Grant Funding for FY1990-91
on file with the City Clerk.
SECTION 2. The City Manager, as official representative,
is further authorized to submit to the United states Department
of Housing and Urban Development (HUD) the final Statement of

Community Development Objectives and Projected Use of Funds, all
understandings and assurances contained therein,
and any
additional information as may be required.
SECTION 3. All city Council approved projects shall be
included in the 1990-91 City Budget and at that time the City
Manager will be authorized to negotiate and execute contracts
with grantees specified to implement these projects.
SECTION 4. The city Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.
