IntroductIon
ThIS report transmIts a request to Issue a letter of support for
contInued funding of the General Revenue SharIng (GRS) Program.

DurIng the course of the last SIX months, the SOCIal SerVIces
ConmllSSlon has followed CongressIonal debate concernIng the
development of the FYl986 Federal Budget. Of partIcular concern
to thIS CommISSIon IS the contInuatIon of programs that prOVIde
dIrect grant funds to the CIty for the support of community ser-
VIce and neIghborhood Improvement proJects.
The CommISSIon has receIved InformatIonal reports from CIty staff
related to the status of future fundIng for the General Revenue
SharIng (GRS) program and IS well aware of the fInanCIal Impact
that GRS funds have on the Conmrnnlty Development program. The
ConmllsSlon believes that any reductIon of GRS funds, currently at
$867,000, would have an extremely negatIve impact on the SOCIal
serVIce delIvery network In the CIty of Santa MonIca.

On June 26, 1985, the Conmlssion voted unanimously to respond to
t~e Bqdget Conference Conmllttee and Issue a letter of support for
the continued funding of the GRS program. The letter urges the
conferees to support the Senate reconmLendatlon for full fundIng
at current levels for the FY19B6 GRS program.
Recommendation
It is reconmlended that the City CounCil grant permiSSion to the
Soclal Service Conffillsslon to send the attached letter to the
federal Budget Conference Con~lttee.

This letter IS wrItten to express our support for the contInued
fundIng of the General Revenue SharIng (GRS) program In FY1986.
We are a seven-member adVIsory commIssIon, appoInted by the CIty
CouncIl of Santa MonIca, to adVIse the CouncIl regardIng socIal
service issues In our communIty and to make fundIng and POlICY
reconmlendatIons regardIng these Issues. Throughout the past
year, we have met WIth over 50 socIal serVIce agencies In our
comIllunl ty In order to determIne whIch needs and problems should
be given prIorIty In allocatIng the dImInIshIng resources avaIl-
able to the CIty.
Throughout these dIScussIons, It became clear that General
Revenue SharIng funds have had a sIgnIfIcant Impact on the socIal
serVIce delIvery system In our community.
In one year alone,
FY1985, the CIty of Santa MonIca conmlItted Its General Revenue
SharIng funds to the support of counselIng programs, chIldcare
InformatIon and referral, cltlzen partlclpatlon programs, emer-
gency serVIces, and shelters for runaway youths and battered wom-
en and theIr chIldren. The contInued commItment of resources for
these programs IS VItal to our CIty.
We strongly urge full funding at current levels for the FY1986
General Revenue SharIng program.
