Needs - cnBG Program
Introduction
The City of Santa Monica will receive $1,404,185 in Community Development Block
Grant (CDBG) entitlement funds for the 1982-83 Program Year. Additionally, the
program will have earned $20,000 in revenues from the discontinued Housing Re-
habilItation Program, which brings the total programmable amount to $1.424,l8S.
The public hearing scheduled for March 23, 1982 is part of the planning process
for the 1982-83 COSG program.
Backgrouni
Citizen participation outreach continues to be an important element in the pre-
liminary planning process for the COaG program. While CDBG information is dis-
seminated citywide, focus has been in the three CDaG Target Areas which are
Ocean Park. the Downtown area and the Pico Neighborhood area. Special outreach
efforts by City staff include:
1. Direct mailing of CDBG brochure and flyers to the special Citizen Partici-
pation Hailing List of groups and individuals.
2. HOpen Letter from the Mayor" announcing the CDBG process and encouraging
response, submitted to local newspapers and mailed to the Citizen Parti-
cipation Mailing list.
3. Additional press releases, newspaper articles and public notices published
in a timely manner.
4. Informational f~yers and brochures (in Spanish & English) made available
at City HaT~, Information Booth On The Ma~l. City libraries and other
appropriate locations; as well as distributed to community groups and at
community meetings.

5. City Staff speaking at numerous meetings of neighborhood groups and com-
munity organizations, and direct contact with citizens actively participating
in the CDBG process to provide information and technical assistance.
6. Public hearings on community development needs held by the Housing Commission,
Commission On O'der Americans and Recreation & Parks Commission.
Discussion
The Housing and Community Development Amendments of 1981 bring a number of changes
to the CDBG program. A formal application is no longer required and the lengthy
review processes have been eliminated. The City must now simply prepare a State-
ment of Objectives (see proposed Statement attached) and a list of the cnBG ac-
tivities planned for 1982-83, and submit these at least thirty days prior to the
start of the program year.
The Maximum Feasible Priority requirement still exists, and each CDaG activity
must either:
I. principally benefit low and moderate-income persons;
2. aid in the prevention or elimination of slums and blight; or
3. meet other community development needs having a particular urgency.
Generally, all the existing eligibility criteria remain the same.
There is a greater flexibility, however, in the areas of public services and
economic development. Up to 10% of the grant can now be used for public service
programs, as long as they principally benefit low/moderate income persons and
are a new or increased level of service. The new regulations will now allow
economic development assistance to private, for-profit entities if all other
requirements are met, which includes the increase or restoration of jobs to low/
moderate-income persons.

A CDBG Ordinance which relates to the legislative changes and will establish
policies regarding the CltylS COBG Program, is currently being drafted by the
City Attorney. The proposed Ordinance will be submitted to Council as soon
as possible,
Recommenda t i on
City staff recommends that City Council receive public comment on the \982-83
CDBG Program.

PROPOSED STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES
AND PROJECTED USE OF FUNDS
The Community Development Block Grant (CDBG) program is regarded in Santa
Monica as a beneficial tool in meeting community development needs of the
community. With the increasing level of citizen participation experienced
in Santa Monica, City Council is able to be more effectively responsive to
the residents of the City. The primary purpose of the CDBG program is to
benefit low and moderate-incowe residents. Other priorities established in
Santa Monica are to contInue efforts in the areas of housing and neighbor-
hood revitalization, as well a5 enchance~ent of overall program ManageMent.
The follOWing are specific objectives developed during the CDBG planning
process:
1. Develop an~ Implement housing projects and programs in a continuing
effort to provide greater opportunities for affordable housing to
Santa Monica resident5.
2. Imolement affirmative action to minorities, disabled, female heads-
of-household, and local businesses and low and moderate-inco~e
ewployees.
3. Upgrade and reVitalize both residential and co~nercial neighborhoods
where the need is the greatest
facilitIes.
This includes improvement of publ ic
4. Develop and iMple~nt projects and activities which aid in the pre-
vention of crime and/or improve security in both residential and
co~merical neIghborhoods.

SUBJECT: Postponement of Final CDBG Hearing
The CDBG publ ic hearIng scheduled for April 13. 1982 is to be postponed until
April 27. 1982. The purpose of this hearIng is to approve the final CDBG Program
for 1982-83. and is being delayed to allow more time for careful consideration
of the numerous suggestions and proposals submitted.
