Following Publ Ie Hearings on Need January lO and 24, 1978, City Council approved the final Community Development Block Grant application January 24. The necessary Environmental Review Records were prepared and notice of each environmental assessment and its availabil ity for public review was published in the Evening Outlook February 7, 1978. No public comment was received during the l5 day review period. Discussion In order to submit the final CDBG application to HUD, Council ~ust adopt a resolution approving the final environmental assessments. Attached for your review are those assessments which were prepared for new projects contained in the 1978-79 CDBG appl ication. 1. A Notice of Finding of No Significant Effect on the Environment and a Negative Declaration for public improvements in support of the housing rehabilitation program target areas, including curb, gutter, street pavement, sidewalk, and sewer and water main repair and reconstruction, generally city- wide and specifically for the portion of Seventh Street between Kensington and Strand. 2. There- fore, no new environmental review is required. These projects consist of the following: 8 Revolving loan and grant fund for housing rehabilitation. 9. General administration and planning. One additional project covered under this funding is exempt from environmental review: 10 Payment of Interest on outstanding Ocean Park Redevelopment Project debt. It has also been determined that the project for which this release of funds is requested will not cause a substantial adverse impact on the environment and that an Environmental Impact Report as described under the Guidel ines for Implementation of the Cal ifornia EnVironmental Quality Act of 1970 is not required. Rather, a Negative DeclaratIon is the appropriate level of environmental review for the following reasons. 1. The public improvements outlined involve repair, maintenance, and minor alteration to existing public facilities and involve no expansion of use beyond that previously eXisting. 2. Alternative Considerations or ModIficatIons Two additional branch libraries In the CIty are in need of expansion and/or reconstructIon and could serve as alternative projects. The project is in keeping with present state-wide pol icy that requires by law that all new construction of street corners be accessible to wheelchairs, and with the ongoing City program of converting corners for handicapped accessibility. 2. Location The wheelchair ramps will be located at l4th and WIlshire, and at 26th and San Vicente in the City of Santa Monica. 3. Estimated Cost Community Development Block Grant allocation is budgeted at $5,000. 4. Alternative Considerations or Modifications Handicapped modifications at the two Intersections proposed were specifically requested by community residents because of the high number of senior citizens whIch live in the two vicinities. To divert funds to another el iglble prOject would ignore such community response to recommendations on the utilization of CDBG funds. and would put a halt to the ongoing program of street corner handicap mod I fj cat ions. -l- . Description and Purpose Renovation of Historical Land~ark HerItage Square Museum The purpose of this project is to provide matching funds for the renovation of the historical Jones House which had previously been moved to Heritage Square for preservation as a community cultural and historical museum. 2. Location Heritage Square is located at the southwest corner of Main Street and Ocean Park Boulevard in Santa Monica. 3- Esti~?t~d C~st Com~unity Development Block Grant allocation is budgeted at $100,000 as matching funds to amounts raised by the Heritage Square Museum Society. ~. Alternative Considerations or Modifications Through the concerted efforts of community residents, two Victorian-era homes were saved from demolition and moved to the present Heritage Square site. One of the homes has been renovated by private industry as a Victorian restaurant; the other has been designated as the historical museum and is the subject project. Application for local historical designation is being prepared for the City's Landmarks Commission. City owned, the former residence is in a state of extreme disrepair; has been subject to vandal ism, and sits as a blight on an area under- going revitalization. Not to fund this project through matching funds would be -1- . - to allow the continuation of these deteriorating conditions, denying a commitment previously made by City Council. Location The bowl ing green is located at WIlshire Boulevard between Chelsea and 25th Street in Santa Monica. 3. Estimated Cost Community Development Block Grant allocation is budgeted at $17,500. 4. Alternative Considerations or Modifications This activity was requested by a number of senior citizens and provIdes the City an opportunity to support a senIor citizen recreational facility. Alternative Considerations or Modifications Proposed by community residents and minority group organizations, this project responds to complaints raised as a result of the lack of lighting of the park facility. lighting the park would provide a safety element which does not presently exist, and recognizes problens which have existed with teenage gang activity. Alternative Considerations or Modifications The alternative to holding block grant monies in a contingency fund would be to increase the funding of any particular proposed project or to fund an additional project. The administrative aspect of a contingency fund, however, leaves room for unanticipated circumstances and allows for holdover funds for future funding year projects. -}- '. .
