IntroductIon
ThIS report notl fles the CI ty Counc 11 of the requ 1 red CommunI ty
Development Block Grant (CDBG) Performance Assessment PublIC
Hearlng scheduled for October 1, 1985.
It also detaIls addltlon-
al actIVItIes conducted by CIty staff to further assess the per-
fonnance of the 1984-85 CDBG Program.
Background
The CIty'S OrdInance 1261, adopted In 1982, establIshes policies
and procedures for the CDBG progranL.
This OrdInance Includes a
prOVISIon that semi-annual reports be prOVIded to the Clty Coun-
cll and the publIC detallIng the status of each actIVIty funded
under the CDBG Program.
These reports were submItted as requIred
in February and August of 1985 for the 1984-85 fIscal year. In
addItIon, the OrdInance reqUIres that the CIty CounCIl hold a
publIC hearIng for the purpose of reVIeWIng the performance of
the CDBG Progranl dur 109 the preVIous program year.

In addItion to the ImplementatIon of an ongoIng filonltorIng pro-
grant for all CDBG-funded projects and programs, the following
actI VI tIes have been performed by CI ty staff to aSSIst In thIS
reVIew process:
o PartiCIpatIon In the annual monl torlng performed by
the U.S. Department of HousIng and Urban Development
(HUD).
o InI tlatlon of fIscal reVIews of all sub-recIpIents
and the overall CDBG progrant.
o ConlpletIon of the 1984-85 Grantee Performance Report,
IncludIng Status of Funds Reports and Project Up-
dates, to be submItted to HUD by September 30, 1985.
ThIS report 15 avaIlable to CItIzens free of charge
on request. (A copy IS also avaIlable to CouncIlmem-
bers In the CounCIl OffIce).
o FaCIlitatIon of a two-week publIC reVIew perIod end-
Ing on September 24, 1985. CItIzens were notIfIed by
publIC notIce In the EvenIng Outlook, press releases
to local medIa, and a dIrect maIlIng to Interested
CitIzens and organIzatIons.
DISCUSSIon
Upon receIVIng publIC Input durIng the reVIew perIod and on Oc-
tober 1st, CI ty staff WIll fInalIze 1 ts assessment of the pro-
gram. ThIS assessment and any subsequent recorr~endatIons for
changes in program policies or procedures will be transmitted to
Council In the context of the 1986-87 fundIng process.

There IS no fInancial Impact assocIated wIth this recommendatIon.
Recommendation
CI ty staff recommends that the CI ty CouncIl hold the scheduled
publIC hearIng, receIving public comment for use In future CDBG
Program deCISions.
