Following the Public Hearing on Need January 9, 1979, City Council approved the
final Community Development Block Grant application January 23. The necessary
Environmental Review Records were preoared and notice of each envIronmental
assessment and its availability for public review was published in the Evening
Outlook February 5, 1979. No publiC COMment was received during the l5-day
rev i e\>J pe r i od.
Discussion
In order to submit the final CDBG application to HUD. Council must adopt a
resolution approving the fin~1 environmental assessments.

IMPACT ASSESSMENTS FOR THE FIFTH YEAR HOUSING

WHEREAS, it was necessary to prepare environmental
assessments for the proJects proposed in the Housing and Communlty

Act, State and Clty guidellnes, and Federal regulatlons.
SECTION 2. That the City Councll has revlewed and consldered
lnformatlon contalned In the Flnal EnVlronmental Assess~ents.
SECTION 3. That the Clty Council determines that the proJect,
the Housing and Communlty Development Block Grant ap?licatlon, wlll not
have a substantial adverse lmpact on the enVlronment.
SECTION 4. That the Clty Councll deslgnates the City Manager

The concept of housing rehabilItation and neig~borhood preservation includes
improvements to the public street envlron~ent as wel! as ho~e repair. T~e no-
project alternative would lead to an inco~DJete approach to com~unlty Improvement,
be self-defeating In the long run, and is therefore not viable. The ~5t feasible
T.odlflcatlon to thiS project In ter~s of comMunity develop~ent goals and objectives
would be to increase tre a~ount of funds available for public works Improveme~ts as
a rehabilitation su?port actiVity, but, the conflicting de~ands on 1 imited CDBG
funds cal Is for a balanced distribution of project ~unding.
Alternatives or ~odifications to the public '4orks i~prove~ent Drojects for the
purpose of mitigating negative envl ron~ental 'moacts are also not applicable because
the projects Involve Minor alteratIons (i .e., upgrading) to existing public facilities
or the addition of health, safety, and welfare-related public facilities to eXlstl~g
residential neighborhoods. EXisting city codes cover hours of work, and noise and
dust control will be adhered to during impleme~tatlon of the project. The end result
of the project WI! 1 be beneficial to the connunity environment.

The proposed expansion is to Increase ~eeting roon capac'ty. Present ~e~bers~lp at
the Senior Center IS apDroxlmately ] ,200, although the regulatIon fire canaclty IS
l25 perso~s As a result, a number of members are routl~ely turned away from ;~eekly
social gatherings.
Architectural ly, the expanSion wi 1 I not rise above the prese~t bUilding height.
The proposed expansion will not be Visible from Ocean Avenue, and will not Interfere
with trees adjacent to t~e bUilding. Thus, nodffying criteria to ~itigate potential
environ~ental inpacts have already been taken Into conSIderation. Since approxlnately
22 percent of the city's population is elderly, choosing an alternative project ~Iould
deny a needed service.
