Introduction
All projects proposed for Co~munity Development Block Grant (CDBG) funding
are subject to an environmental review process. This process involves cOMpliance
wit~ City re9ulations as well as federal regulations. Attached for your review
are the environmental asseSSMents prepared for the projects contained in the
lqRO-Rl CDBr. application.
Background
~ollowinQ public hearings on December 19, 1979, January 8, 1980 and January 22,
19RO, City Council aoproved the final CDBG application. The necessary Environ-
mental P,eview Records were prepared and notice of each environMental assess~ent
and its availabil ity for public review was published in the EveninQ Outlook
February 8, 1980. No public comment was received during the l5-day review
period. In order to subMit the final CDRe; appl ication to HUD, City Council
must adopt a resolution approving the final environmental assessments
Additional projects/activities covered under this funding are exempt from
environmental review. They are' PaYMent of Ocean Park Debt; Joslyn Park
Improvements; Security Lightinq on Mall; and Planning and Administration
which includes Fair ~ousino Counselin9 and Information ~ervice, Feasibility
Study on Cooperative HousinQ, Citizen Participation Outreach (Pico Neighbor-
hood Association), and Contingency Fund.

Recommendation
It is recommended that City Council review the attached environmental assess-
ments of projects contained in the 1980-8l CDBG application and adopt the
attached resolution so that the final COBG application can be submitted to
HUD.

Acqulsltlcn of an existing residential structure in northeast Ocean Park to be
co~verted Into a facility to house a v3riety of services and programs for the
i~Medlate nelghborhood. The speCific location of the center depends or ~he
availability and suitab. l ity of sites. $l65.000 is budgeted for this proJect.
EXISTING CONDITIONS
Without speCific knowledge of the property to be acquired, only a general description
of existing conditions can be provided here. An existing single-family residence
located In a residential section of northeast Ocean Park will be proposed as a
future site for the Northeast Ocean Park Neighborhood Center. As such, the site
will Include standard residential parking space.
ENVIRONMENTAL IMPACT
The conversion of such structure into a neighborhood center will constitute a change
and expansIon of use beyond that previously existing. Family occupants WI lJ be
replaced by a per~anent staff of several e~ployees, along with an influx of neighborhood
reSIdents utilIzing the center1s services. The intent of the center to serve the
Immediate neighborhood rather than a City-wide clientele should reduce the impact of
increased pedestrian and car traffic.
ALTERNATIVES/MODIFICATIONS
The proposal enVisions the Introduction of a service-oriented facility into a priMarily
residential area. Plans for the conversion of the reSidence must address the like! ihood
of increased traffic and parking needs so as to minimize the impact on neighboring
reSidences Provision of a parking lot on the premises may provide one solution to
the problem Any necessary zoning changes or speCial permits Must be obtained.

EXISTING CONDITIO~S
A portion of the site in question is currently occupied by Family Service of Santa
Monica, a well-established agency which provides local residents WIth counseling,
Job placement, and child care information. This agency owns an adjacent 501 x l50'
lot, and plans to expand Its operations, as a multiserVice center, onto the adjoinIng
land. The eXIsting one-story faci] ity attracts pedestrian as we]1 as automobile
traffic.
ENVIRONMENTAL IMPACT
Construction of a new larger facilIty or rehabilitation of the existing structure
and construction of additional office space will constitute an expansion of use beyond
that prevIously existIng. It is expected that the expanded operations of the faCility
will attract a greater number of clients for services, with attendant increases in
pedestrian and automobile traffic. It is not expected, however, that the increaSE

$400,000 is budgeted for the 1979-8o program year. Additional funds WI II be a1loLated

4. Discussion
In addition to the city's ongoing and previously funded Housing Rehabilitation
Program. which was designed for the dual purpose of assisting low/~oderate-Income
ho~eowners with maintenance and repair work. and preservIng some or the city's older
neighborhoods, Santa Honica is pursuing methods of providing additional lo'-..r/r.'oderate-
Incope housing stock. Housing is an Important issue in the city so that prOViding
alternative methods to Increase its ava,labillty is vmrking to'-..rard an important
cOTmunity goal.

Alternatives ana/or modifications to the proposed housing programs arc ~ot appropriate
in the sense that the complex issues of housing can best be approached through
empirically attempting a variety of solutions. The city has pursued with little
success outside tunding for low-income housing develop~ent; thus, it is proposed to
purchase appropriate ~and~ properties and/or housing units through the use of
COI11'llunity Development flJ~ds to convert to low/[l1oderate-income housipg.
There will be no negative or detrimental environmental impact fro~ the proposed
acquisitions and/or rehabilitation of housing unIts. The building of new units
ray result in an enviro~~ental impact. If thIS option is pursued, the appropriate
environmental review proceGures Will be undertaken according to city, state, and
federal regulations. at the appropriate time.

~heelchair Ramp~ The purpose of this project is construction of wheelchair
ramps at two specified locations in the City. The project is in keeping with
present state-wide pol icy that requires by law that all new construction of street
corners be accessible to wheelchairs, and with the ongoing City program of converting
corners for handicapped accessibility.
2. Location
The wheelchair ramps will be located at l4th and WIlshire, and at 26th and
San Vicente in the City of Santa Monica.
3. Estimated Cost
Community Development Block Grant allocation is budgeted at $5,000.
4. Alternative Considerations or Modifications
Handicapped modifications at the two Intersections proposed were specifically
requested by community residents because of the high number of senior citizens
whIch live in the two vicinities. To divert funds to another el iglble prOject
would ignore such community response to recommendations on the utilization of
CDBG funds. and would put a halt to the ongoing program of street corner handicap

SECTION 5. The City Clerk shall certify to the adoption
