Introduction This report transmits a proposed schedule for the preparation and submission of the Seventh Year Community Development Block Grant (CDBG) Application to the U.S. Department of Housing and Urban Development (HUD). Discussion In an effort to provide information to the citizenry and provide a feedback mechanism for citizens to participate in the planning and decision-making process for the USe of CDBG funds, it is proposed that the Council set the three required public hearings. The first required hearing to be held is on Performance Assessment and citizens are given an opportunity to review projects and programs already completed or in progress. This is followed by a public hearing on Housing and Community Development Needs which is part of an overall citizen participation process which also includes several other meetings of community groups. The final public hearing is on the Final Application for Submission to HUD. Recommenda t ion City staff recommends the City Council adopt the attached proposed Schedule for a timely submiSSion to HUD of the Seventh Year CDBG Application; and set a Public Hearing on Performance Assessment for September 23, 1980, a Public Hearing on Housing and Community Development Needs for January l3, 1981, and a Public Hearing on the Final Application for January 27, 1981. We were unaware of the funding possibilities through the Federal Revenue Sharing or other sources available to community service organizations such as ours until just recently. Please accept this modest proposal for partial funding. We regret the tardiness of this proposal and hope the Council will look upon it as carefully as those submitted through the normal process. "Rodeo ex Machina is a small tight Santa Monica-based modern dance troupe...There are very fehl local companies with the discipline and control of this one,ll said Le~"is Segal of the Los Angeles Times. The children1s program has been organized as the focal point of our October residency at the Morgan Theatre, a perfect showcase for dance run by the Santa Monica Theatre Guild now in its fourth decade of co~munity service. The projected program budget is $9947. Mr. R.B. Wagnon, Fine Arts Supervisor of the school district, has committed SJOOO for the transportation of the school children. We are currently negotiating a matching grant from the National Endownent for the Arts and applications for support have been made to the California Arts Council and Santa Monica based foundations. Extensive support is growing from the Santa Monica business comMunity by the way of donations of either actual cash or in-kind services. We request $995, or 10% of the total budget, from the Santa Monica City Council. Illus- trating local support, municipal funding would greatly enhance state and federal funding for this project in upcoming years. Support of this activity IS an excellent invest~ent In Santa Monica's future. It will provide our community.s children the enriching process of sharing in a theatrical experience. As explained in the supporting data, we will present a free program in dance, drama and music for Santa Monica's school children. Arranged through Mr. Wagnon, this pilot proJect was designed to supplement the Santa Monica school children's limited oppor- tunities to view the performing arts. The artistic purpose of Rodeo ex Mach~na ~s to create theatre through movement, ut~lizing movement for its most prlmi- t~ve theatrlcal funct~on--as a means of communicatlon. Our d~verse repertory, includ~ng themes of predatory blrds, samural warrlors, and mischlevous ghosts, has as its central feature the abi11ty to touch aud1ences of all ages. Rodeo ex Machina's flrst professional appearance was at Cabrillo Communlty College 1n northern California, February 25, 1977. Incorporated as a non-proflt, tax-exempt organlzat~on In 1978, the Company has performed and taught throughout California in unlversities, colleges, high schools, churches, theatres, museums and outdoor festivals. Rodeo recently completed a s1xteen performance schedule as the resldent dance company at the Santa Mon~ca Theatre Guild's Morgan Theatre. This was the f~rst such res~dency in the forty year history of the Theatre Guild. &~ong our plans for 1980 lS a project to bring 3,000 Santa Monica elementary school children to the Morgan Theatre for the rare opportunlty of partic~pat~ng in the magic of l1ve theatre and dance--at no cost to the school dlstrict. While funding for Speclal Prograrr~lng for the Arts ~n the Santa Monica Un1fled School Dlstrict has always been limlted, the outlook for the upcoming years is particularly stark. The Dance Program in the secondary schools has already been dropped. Proposed cutbacks in 1980 for Special progr~~ing, lTIcludlng events and teachlng poslt~ons, amount to $307,878.00.* As these cutbacks in Santa Mon1ca are belng reflected throughout the nation, the long term impact upon the cultural opportun1ties that our soclety can provide must be consldered. A Chlld who is not exposed to the F~ne Arts is deprlved of the personal enrlch- rnent gained by particlpatlng in the cultural achlevements of hlS sOclety. As an lnvolved community organlzatlon lt 18 our role to provlde experlences that gover~~ent and educatlon are unable to offer. Four performances dally for four days will provlde approxlmately 3,000 ch~ldren this excltlng experience. The progr~~ w~ll conslst of Ilve presentatlons ln dance and rousle as well as technical demonstratlons ~n make-up, costumlng, llghtlng and a tour of the theatre facll1tles. Total tlme ln the theatre wlll be one hour. Lead and follow-up materials wlll be provlded to both teachers and ch~ldren to ald in preparatlon and .evaluation or the program. We are confident that we can raise th~s money from our local businesses and corporat~ons as well as a pending grant from Chevron U.S.A. We v~ew this year's school program as a pilot proJect. We hope ~ts success w~ll enable us to establish a s~rnilar program on an annual bas~s. This year's success w~ll enhance the procurement of local, state and federal funding for the proJect next year and s~m~lar proJects in ne1ghboring schools. The component resources for its success this year are present in Santa Monica. These resources are: a highly acclaimed dance company, Rodeo ex Machina, regarded Na primary dance force on the West CoastN by Dance West Magaz~ne; the beautlful Morgan Theatre, now ~n its fourth decade of cow~unlty service; a small centralized school dlstrlct; and buslness persons corr~ltted to the enrichment of their cornmunlty. e e Program Schedule for Schools Program Before thelr day at the theatre the children will have been given materials that w~ll lntroduce them to the program. Images of rehearslng, puttlng on make-up, stage preparat~on -- hanglng lights, all the actlvities that have taken place In order to prepare the forthcoffilng show. The screen rlses and behind it is a performer making up for the flrst plece, Ghost Lake. The performer explalns the need and uses of make-up. Ghost Lake 15 a narrative dance drama about four samural warrlors and an assassin set in medleval Japan. Bamboo poles are used as metaphors for the tradltlonal swords of these characters. Kabukl- like make-up and cost~~es along with the studied grace of the performers evoke the i~agery of this long s~nce past epoch in Japanese hlstory. An elght mlnute segment will be shown that stands independent of the entlre plece. After the dancers ex~t a performer leads the audience through the world of Ilght and shadow with the assistance of the lightlng technlClan. How lightlng affects the mood and depth of the stage is demonstrated, util~zlng backllghtlng, showdows, strobes, spots and speclal effects. The curtain is closed and a vocal presentatlon of Barbershop HarITony is given wlth auclence partlclpation while the next plece is being set on the stage. Statior-sf a ~lne-comedy which occurs at a bus stop, utllize5 the predicanent of a far-slghted woman who has lost her glasses and an assortment of mlschievous ghosts to provide the next 10 e e n~nutes of cornedlc entertal~ent. Thus ends the stage p=esentat~on. The ch~ldren are led with a dr~~ callout of the theatre Vla the stage and shop while belng g~ven a brlef explanation of backstage activlties. I have checked with the Assistant Superintendent~ Mr. Tony Baratta~ and the PTA President, Mrs. Nad~ne Mettler~ and we think this is an excellent program for youngsters and we would like to have our students participate. It is difficult for me at this time to guarantee expenditure of s~~ool funds for busing because of the possible cutbacks that might be necessary if Proposition 9 passes. I should like to assure you that at this time, however, we are planning to bus students to the Morgan Theater and the Unified District with the help of the PTA '...ill prov~de funds for the busing. Transportation costs will be approximately $1,000. Funds for this will be provided through a combination of PTA and district funding contingent upon the availability of these funds as ou tlined above.
