Funds - U.S. Department of Housing and Urban Development
Introduction
On January 10. 1978, the City Council conducted a Public Hearing on Need to deter-
mine citizens' views on the use of Community Development Block Grant funds. In
addition, CounCil received letter requests and proposals for consideration. In
an effort to comply with clearinghouse requirements and submission requirements
of the U.S. Department of Housing and Urban Development. it is necessary for
Council to take action on a final application for the City.s formula entitlement
of Sl.374 million.
Background
The City Council nas received copies of public testimony, written requests. along
with cost estimates and statements of eligibility requirements as they relate to
citizens' requests. AJ7 requests for funding are on file in the Department of
Environmental Services
HUD advises that the formula entitlement for Santa Monica for FY 78-79 is
$1.374.000. HUD May withhold a percentage of the allocation for payment on the
Ocean Park Project interest cost.
The prevIous three year plan suggests increasing the revolving loan fund for
Rehabilitation. The Handywomen Project is a support service to the Rehabil itation
program whereby labor is provided under CETA through the end of July. 1978.

Materials are provided by the homeowner. unless the homeowner is very low income,
in which case, materials and supplies are budgeted under CDBG The $340,000,
designated for Housing RehabilItation, will allow flexibilIty to Increase the
revolving loan fund if the demand is there and to provide Handywomen support
should the demand for very-law-income persons require such support. Funds may
also be used for site acquisition for new housing construction.
An eligible activity for subsequent year funding, which was requested, is new
construction of the Ocean Park Branch Library. This item may be included under
subsequent year funding, as well as eligible projects for which there are insuf-
ficient funds this year.
The Housing Assistance Plan, required with submission of the application, has been
revised and recommended for your approval and inclusion by the Housing Commission.
The Plan is based on SCAG's assessment of needs as required by HUO. The Grantee
Performance Report to HUD reflects success toward obtaining our goals.
Alternatives
1. The Council may elect to withhold an application for Community Development
Block Grant funds. Although the formula entitlement of $1.374,000 is a "set
asidd' amount, specifically for the City of Santa Monica, the funds do not
flow automatically as with General Revenue Sharing. A formal appl ication is
essential to receipt of funds under the Housing and Community Oevelopment
Act of 1977. If the City fails to submit, the allocation would then be placed
in a discretionary fund for use by other cities.

NOTICE OF PUBLIC HEARING
ON COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
Notice is hereby given that the City Council of the City of Santa Monica will
hold a public hearing on the 1978-79 Community Development Grant application
for submission to the U.S. Department of Housing and Urban Development. The
date of the public hearing is Tuesday, January 24, 1978, at 7:30 p.m., in the
Council Chamber. It is for the purpose of a1}owing citizens to review the finaJ
application prior to submission.
Information provided at the public hearing will assist the City CounciJ in
finalizing projects included in the application for the expenditure of Community
Development funds. All persons interested in this matter are invited to appear.
For information regarding this matter, please contact the Department of Environ-
mental Services, Santa Monica City Hall, 1685 Main Street, Santa Monica, Cal ifornia
90401.

Agenda Item 7-B: Presented at this time was a public hearing to allow
citizens to express their views on community needs and to participate in
the planning process in the preparation of the Community Development
Block Grant application. On order of Mayor Swink, the proof of publica-
tion was ordered filed.. City Manager Williams reported that the coming
year's gr~nt allocation of $1,~74.000 can be used for physical improve-
ments such as street lights, sewers, water systems, housing rehabilita-
tion, senior centers, etc., but cannot be used for distressed areas nor
for social services. He said the purpose of this public hearing is to
hear the public and that a staff report recommending the use of the funds
would be presented for review at the City Council meeting of January 24,
1978.
The public hearing was opened at 8:10 P.M. Zelda Wilson, representing the
Bay Area Council of Negro Women, requested more lighting in Virginia
Avenue Park for the safety of senior citizens, enhancement of the park,
and more use.
Louis F. D'Elia requested some money be spent for the Heritage Square
~fuseum to inspire businessmen in that area; also the relocation of the
Ocean Park Branch Library within the present area, probably to the 2525
Main Street building with the upstairs to be used as a comrounity resource
room for a multi-purpose center including use for senior citizens.
Jim Hoyt requested that funds be used to solve problems otherwise ~olved
and be used creatively. He said there is a parking problem in the
neighborhood of Santa Monica College and some funds should be made
available on a matching basis with the college for on-campus parking and
~~me m~ney for an expanded l4-acre Clover Park under discussion.

Mrs. Marilyn _~gle expressed her concern regarding the source of the
Commun~ty Development Block Grant funds and said Santa Monica should not
support other areas. Mrs. Bartie Haynes requested use of some of the funds.
for expans~on of Cloverfield Park. .
Elizabeth Haag requested addition of community rooms for Montana and
Fairview library branches for children and adult programs.
Dr. Saul Larks requested a multi-service center to improve facillties
and services for the older population.
Michael Tarbet requested some of the funds be used to acquire land for
housing some segments of the low income population, possibly in the
Ocean Park area. He also asked that Ocean Park Library, which is a valuable
historical monument, be shored up, that inadequate street lighting be
improved, and that houses and apartments be made more secure.
Joseph A. Cook requested use of the funds for cultural purposes,
establish.'!lent - of an art museum for art exhioi tion of contemporary art and classes.

Grants and Community Services Director Hicks reviewed the requests fer
funding in relation to their eligibility under the grant guidelines
established by the U. S. Department of Housing and Urban Development.
Cou~~~lmember Trives ~oved to consider the ideas for Community Develop-
~ent Block Grant Funds and direct staff to review and analyze the
proposals for inclusion in the final grant application, where appropriate,
and to identify alternate funding resources and local resources where
projects are not appropriate for inclusion. Second by Councilmember
