SUBJECT: 1982-83 General Revenue Sharing Public Hearing

Pursuant to the information staff report on 1982-83 General Revenue Sharing
dated May II, 1982, federal regulations require that the governmental body
primarily responsible for enacting the City budget have at least one public
hearing on the use of revenue sharing funds prior to enacting the City's budget.
Citizens must be given a reasonable opportunity during the hearing to ask questions
concerning the entire budget and the relationship of revenue sharing funds to that
budget, as well as express their views either verbally or in writing
The public
hearing for FY 1982-83 has been scheduled for May 25, 1982, at 7:30 p.m. in the
Council Chambers. The City Council, in previous action approving the 1982-83
budget schedule, indicated its Intent to ltmit this meeting primarily to receipt
of publ ic comment on revenue sharing recommendations. Council action on specific
grant amounts and program conditions is scheduled for the June 8th City Council
meet, ng.
Discussion
Staff has received numerous requests from representatives of community organizations
to limit the number of individualS speaking on behalf of specific organizations
requesting revenue sharing funds. Consultation with the City Attorney indicates
that while the City Council may elect to restrict the length of time for each
speaker, federal regulations require that any citizen wishing to speak be given
that opportunity.
