Annual Program Performance Assessment
Introductlon
ThlS report notifles the City Council of the requlred CDBG
Performance Assessment Public Hearlng scheduled for September
27,1983.
It also details addltlonal activitles to be conducted
by Clty staff to further assess the performance of the 1982-83
community Development Block Grant Program.
Background
On November 9, 1982, the Clty Councll adopted Ordlnance 1261
which establlshed pollcies and procedures for the City1s
Communlty Development Block Grant Program. ThlS Ordinance
lncludes a provlsion that seml-annual reports be provided to the
Clty Councll and the publlC detalllng the status of each proJect
funded under the CDBG Program. These reports were submltted as
requlred ln February and August of 1983 for the 1982-83 Flscal
Year. In addltion, the Ordinance requires that the Clty Council
hold a publlC hearlng for the purpose of reviewing the performance
of the CDBG Program during the previous program year. This publlc
hearlng has been scheduled for the September 27th Council meeting.

Whlle thlS publlC hearing will complete the necessary requirements
for annual performance assessment actlvltles, City staff has

program review of the CDBG program cover~ng all proJects since
the ~nception of the program ~n 1975. Th~s ~s the first t~me
such a rev~ew has been conducted and, along w~th the input
rece~ved at the public hear~ng, w~ll be a valuable tool ~n
develop~ng future yearsl programs.
To date, the following act~v~tles have been performed to assist
in th~s task:
o ReVlew and follow-up of the annual Monitoring Letter
recelved from the U.S. Department of Houslng and Urban
Develop~ent after an extensive monitoring visit in
April of 1983.
o Completlon of the 1982-83 Grantee Performance Report
submltted to HUD ~n August, lnclud~ng Status of Funds
Reports and ProJect Updates.
o Initiatlon of ~ndependent fiscal audits of all sub-recip-
~ents and the overall CDBG program.
o Complet~on of an ~nternal flscal reconclllation of all
cumulative CDBG revenues and expenditures, conducted
Jo~ntly by the Departments of Finance and Communlty and
Econom~c Developement.
Upon recelv~ng public lnput on September 27th, the City staff
will finalize ~ts assessment of the program. This assessment
and any subsequent recornrnendatlons for changes ln program policies
or procedures wlll be transmltted to Counc~l ln the context of
the 1984-85 funding process, to begln ln January of 1984.
Recornrnendatlon
Clty staff recommends that the City Councll hold the scheduled
publlC hearlng, recelvlng public comment for use in future CDBG
Program declslons.
