SUBJECT: PubliC Hearing on Performance Assessment
Introduction
The application process for the Sixth Year of the Community Development Block
Grant (CDBG) program is about to COMmence. HUD requires that a Public Hearing
on Performance Assessment be held 30-60 days prior to the planning for the next
program year. This report transmits a 1 ist of the COBG projects and activities
completed or in progress and the amount of funds expended for each.
Discussion
A Pub1 Ie Hearing to assess the CIty's performance of CDBG projects and activtties
is set for Tuesday, November 27, 1979. At that time, citizens will be given an
opportunity to review program activities and comment on all aspects of Santa
ilonlca's Community Development performance. Citizens will also be gIven the
opportunity to assess projects and activities to determine whether project
object i yes IYere ach i eved. (See Attachment A)
A total of $5,317,000 In CDBG funds has been appropriated for Santa Nonice since
1975. Of that, approximately nine percent (9%) has been expended for administrative
costs. Attachment B IS a list of budget amounts and actual expenditures for each
project or actiVity. If a project is completed and not all the budgeted funds
are used, the re~alning funds are transferred to another approved activity which
may be short of funds, or to a new actiVity which has been approved by CounCIl
and HUO. Other unobligated funds are brought forward to be programmed in the
next yearJs application
As of September 30, 1979, there was a total of 5119,793
unobligated funds in the Contingency Fund

As part of our Citizen Participation Plan for the Community Development Block
Grant funds, the City of Santa ManIca is requestIng comments from residents
regarding the success of projects or programs already comDleted or in progress.
The following is a 1 ist of these projects and their respective objectives
RENOVATION OF SANTA MONICA PIER to allevIate immediate danger and restore
and expand functional parking area.
ELEVATOR I~ CITY HALL to provide greater access to Council Chambers and

I, too, am \-lith People for S .l"I. '-"!Jgt re interested in Im'l-cost
housing. It appears indirectly as the the 6th item on the yellow
sheet: REPAYHENT OF PROJECT TEHPORARY LOAN INDEBTEDNESS &
: INTEREST to reduce the Cityts financial obligation'for
the ongoing Redevelopment Project.
This would seem to match UD with an item on the white sheets
listing $745,213 as the amount approved.
Our information on this project is as yet incomplete. We have
learned that this project was undertaken about 20 years ago.
The City secured choice Ocean front property on Neilson way
just north of Barnard St. and fronting the ocean. There are
now two high rise apartment house with ample. grounds and a
tiny golf course. Around the corner on Barnard St. are
fully rented low-cost housing units (100 of them) for the
elderly.
I understand that a package deal was worked out with the developer
whereby the 100 low-cost units were to be erected at the same
time or thereabouts as the high rise, high rent buildings, knm~
as S.~:. Shores. Right now a nu.rnber of condominiums are being
completed on the g:r:ounds of the 8.1'.'1. Shores property. These
condo~ini~rns are not low-cost housing. I am told that the condos
are selling at about $300,000.00. (each).
Our group plans to study this project and the public funds invested
therein. Since the transactions involved here are a matter or
public record, this should not be too difficult, review of minutes
of prior council meetings, etc.
Our study of this project and the money involved \r.Lll soon begin
so that we shall get some idea of the logistics of this project.
Now let me refer to the approval of almost 3/4 of a million dollars
for the City's interest nnd amortization payments, which appear to
match up with the S.I1.Shores development. This knowledge triggers
the following questions:
1. How much is involved in the Cityts indebtedness for this
project?
2. Are the 100 low cost units for the elderly the sum total
of the community's gain?
3. Does the contract dra\~ up between the City and the
developer call for additional low cost housing units? How many?
4. ylliat is the developerts obligation in this project other
than erectlng high-priced condomini~~s?
5. vfuat has this venture cost the taxpayers so far?

Finally, let me refer to another item, this time on the white
sheet of expenditures of Federal funds and anticipated expendi-
tures. This appears as the sixth item on the second page of
the recap of what has been spent or anticipated.
I see the sum of $935,769.00 for a housing site acquisition.
~' Our group, Pemple for S.I-1.., asks the City to hold up the
~disbursement and acquisition mentioned. We are prepared to
submit at the next meeting of this body our plan for
building low-cost housing on a site already ovmed by the
City.
In the meantime, the City's experience trith the Nielson Way -
Barnard St. redevelopment should be evaluated so that we
can learn what processes to avoid in redevelopment and what
things have really served to give us low-cost housing.
I know in advance that opponents of low-cost housing will
cite the caveat of Article 34 of the State Constitution
which does not permit government to o~m and construct
housing. I have consulted ~nth our legal resources on this
matter and can assure the Council that there are approved
methods for complying with the Constitution and providing
the public with low-cost housin g at the same time.
Other cm~~unities are able to erect low-cost housing, We
think S.M. can do the same.

happy to see the traffic regulatlon happening.

Dear Clty Council Members,
This letter is to express my appreclatlon to you for
the support you gave us in gettlng the traffic light lnstalled
at 6th and Ocean Park Blvd.
I have been a resident of Ocean Park, and have lived
on Beverley Avenue for 20 years. I have always been very.
concerned about the fast traffic on Ocean Park Blvd. especially
by the Children's Center. My concern has increased ten fold
because my granddaughter now attends that school.
I have seen many near accidents at thlS corner over the
last 10 years. and have felt helpless to do anythlng because
I felt somewhat alone in my concerns. Communltas helped me
and many other nelghbors to see that we could in fact make
our voices heard, and that the city would be responsive.
