Awards for 1982-83
Introductlon
ThlS report suwmarlzes staff recommendatlons for 1982-83 General Revenue Sharlng
grants to be awarded to communlty organlzatlons and makes further reconnendatlons
on the a1locatlon of an addltlonal $28,000 1n COmMUnlty Development Block Grant
funds for publlC serVlce actlvltles. These addltlonal CDBG funds are avallable
as a result oE rev1sed regulatlons al10wlng the C1ty, upon approval by HUD, to
allocate an adcltlonal two percent (2%) of the 1982-33 entltlement for publlC
serVlces. The flrst sectloD of th1S report recommends $935,537 ln General Revenue
Sharlng grants. The $28,000 lD CDBG funds lS detalled lD the second seetlOD.

o ~s Angeles Chlldblrth Center: Grant award to be contlngent upon the development
of a deta~led cash flow proJectlon for the flrst two years of the proposed Latlna
~~ternlty Care ProJect, and an acceptable plan for procurlng matchlng funds to
support proJect expenses not funded through GRS.
o Chlld Care Informatlon SerVlce: The grant award of an addltlonal $2,000 to be
contlngent upon the development of a parentlng educatlon scholarshlp prograw for
10W-lncome parents ldentlfled by local cornmunlty soclal serVlce agencles. Scholar-
ShlpS shall be on a full- or partlally-subsldlzed baS1S dependlng on lncorne and
shall be for serVlces offered by A Place For Parents, a currently-funded GRS grantee.
o ADEPT: The grant award to be contlngent upon procurlng space for GRS-funded staff
In a local comrnunlty-based organlzatlon WhlCh lS physlcally accesslble to the d1sabled.
o Santa Monlca Legal Ald/Centro Legal de Santa Monlca: Grant award to be contlngent
upon the complete merger of the two organlzatlons wlth the structural composltlon of
the newly-for~ed corporate Board of Dlrectors to by approved by the Clty. The grantee
shall also agree to provlde In-klnd space to the ~elghborhood Just1ce Center for
adrnlnlstratlve and on-slte medlatlon actlvltles.

The Chlld Abuse Pllot ProJect wlll provlde communlty educatlon and outreach on
Chlld abuse, blllngual crlS1S lnterventlon counsellng In the home, famlly and
group counsellng, and lnformatlon and referral serVlces.
The Nelghborhood Adult Partlclpatlon ProJect req~ested $81,247 In General Revenue
Sharlng funds for an expanded soclal serVlces progran ln the P1CO Corrldor.
Currently, NAPP rece~ves $16,018 lD GRS funds. A careful reVlew of NAPP's fundlng
sltuatlon and lts current Santa MODlca program lndlcates a hlgh level of flscal
lnstablllty due to recent fundlng cuts and a need to lncrease program V1Slblllty
and octreach ln Santa MOTIlca. In Ilght of these concerns, staff recommends that
CDBG fundlng for one nelghborhood worker and related program costs be predlcated
on the followlng condltlons.
1) Tne award be granted only lf NAPP recelves 1982-83 fundlng from the County
of Los Angeles lncludlng County fundlng of one nelghborhood worker for the
Santa Monlca progran.
2) The two nelghborhood workers be located on-slte at the P1CO Nelghborhood
ASsoClatlon to ensure coordlnatlon of actlvltles wlth PNA, and expanded
outreach to the P1CO Nelghborhood.

If these cond~tlons cannot be met, staff recommends that the $15,600 be set aSlde
for the prov~slon of emergency food and shelter for tranSlents In Santa Monlca.
III Flnal Recowmendatlons
After reVlew of the above GRS and CDBG fundlng reco~~endatlons, staff recommends
that the Cauncll:
1. Approve the staff recornrnendatlons for 1982-83 General Revenue Sharlng grants
and speclfled program condltlons WhlCh are summarlzed In thlS report, pendlng
flnal approval of the Clty'S 1982-83 budget on June 22, 1982.
2. Authorlze the Clty ~~nager to negotlate and execute contracts w~th all
communlty organlzatlons approved for 1982-83 General Revenue Sharlng fundlng
prlor to July 1, 1982.
3. Approve the staff recommendatlons for the a1locatlon or the addltlonal
$28,000 In CDBG publlc serVlce funds (lncludlng program condltlons) as
spee~fled ~n th~s report.
