Grantees to Those OrganizatIons PrevIously Approved
for Emergency FICA ASsIstance
IntroductIon
This report transmIts a recommendation to Include WestsIde Legal
SerVIces and NeIghborhood JustIce Center with the thIrteen
CommunIty SerVIce grantees that were awarded emergency FICA
assIstance by CIty Council on December 13, 1983 and requests
addItIonal funds for thIS purpose.
Background
Because of a change In federal regulations reqUIrIng all non-
profIt organIzations to contribute to the Social Security system,
effectIve January 1, 1984, several of the social serVIce agencies
funded by the City were faced wIth a prevIously unprojected
admInIstratIve cost for the remaInder of the current fIscal year.
In order to maIntaIn a stable, ongoing fundIng environment for
proven community serVIce organIzations, the CIty CounCIl voted to
prOVIde these agenCIes with the addItional support necessary to
cover the costs of the employers' contrIbutIons to the SOCIal
SecurIty system through June 30, 1984.
Two agenCIes, WestsIde Legal Services and NeIghborhood Justice
Center, were Inadvertently overlooked In the staff's analysis of
the SOCIal serVIce agenCIes affected by the new regulation as

they are admInIstered by the CIty Attorney's office not the
Department of CommunIty and EconomIC Development.
The following
list ItemIzes each agency's proJected cost of the employer's
FICA contrlbutlon for Clty-funded salaries:

Budget/FinanCIal Impact
In its actIon on December 13, 1983, City CounCIl allocated
$22,000 to a SOCIal SecurIty ContributIon Fund (account number
19-200-262-725-599) from account number 19-200-262-725-684. An
addItIonal $1,310 needs to be allocated to account number 19-200-
262-725-599 to cover the two agencies mentioned above.
Because
it IS proJected that not all funds allocated to the Emergency
Food DIstrIbutIon Program (account number 19-200-262-725-597)
WIll be expended, the addItIonal $1,310 can be covered from this
account.
RecommendatIons
CIty staff recommends that the CIty CounCil allocate $1,310 to
the SOCIal Security ContrIbutIon Fund (account number 19-200-262-
725-599) from the Emergency Food DIstributIon Program (account
number 19-200-262-725-597) to be drawn by the specifIed agenCIes
for documented expenses.
