Introduction
The Sixth Year of the City1s Community Development Block Grant (CDBG) program
began July 1, 1980. u.s. Department of Housing and Urban Development (HUD)
regulations require that a Public Hearing on Performance Assessment be held within
three months following the beginning of the new program year. This report trans-
mits a list of the CDBG projects and activities completed or in progress and the
amount of funds expended for each as of June 30, 1980.
Discussion
A public hearing to assess the City's performance of CDBG projects and activities
is set for Tuesday, September 23, 1980. At that time, citizens will be given an
opportunity to review program activities and co~ment on all aspects of Santa Monica's
Community Development performance. Citizens will also be given the opportunity to
assess projects and activities to determine whether project objectives were
achieved. (See Attachment A)
A total of 55,317,000 in CDBG funds has been appropriated for Santa Monica since
1975. Of that, approximately $548,784 has been expended for ad~inistrative costs.
Attachment B is a list of budget amounts and actual expenditures (as of June 30, 1980)
for each project or activity. If a project is completed and all of the budgeted
funds are not used, the remaining funds are transferred to another approved activity
which may be short of funds, or to a new activity which has been approved by
Council and HUD. Other unobligated funds are brought forward to be programmed
in the next year's appl ication.

Recommendation
It is recommended that City Council-
1. Hold a public hearing on CDSG Performance Assessment as required by HUD,
2. Open the public hearing;
3. Close the public hearing; and
4. Take all comments under advisement and consider the information when
planning future CDBG projects and activities.

PERFORMANCE ASSESSMENT-1980
As part of our Citizen Participation Plan for the Community Development Block
Grant funds~ the City of Santa Monica is requesting co~ents from residents
regarding the success of projects or programs already co~pleted or in progress.
The following is a list of these projects and their respective objectives:
RENOV4TION OF SANTA MONICA PIER to alleviate im~ediate danger and restore
and expand functional parking area.
ELEVATOR IN CITY HALL to provide greater access to Council Chambers and
departments on 2nd and 3rd floors.
WHEELCHAIR RAMPS AT STRATEGIC LOCATIONS to provide greater mobility for
handicapped persons.
INFORMATION BOOTH ON THE MALL to disseninate information regarding
social service progra~s.
CLOVER PARK DEVELOPMENT to provide funds for the design of a new pub1 ic
park.
RENOVATION OF PUBLIC RESTROOM FACILITIES to irprove safety of
existing pUblic recrp2tiona1 facilities.
LIGHTING AT VIRGINIA AVENUE AND OZO\E PARKS to enhance use and improve
safety of existing public recreational facilities.
COMMUNITY ~OOH & NEW ROOF AT FAIRVIEW BRANCH LIBRARY to expand and improve
existing public facility.
REPLACEMENT OF BOWLING GREEN AT DO~SLAS PARK to improve existing recrea-
tional facility for the elderly.
STREET IMPROVEMENTS ON 7TH STREET EcTwEEN GR~NT STREET & KENSINGTON ROAD
AND 3RO STREET BETWEEN PICO & OCEA~ PARK BOULEVARDS to i~prove the
neighborhood by resurfacing the street and installing curbs
