SUBJECT: Schedule for 8th Year (1982-83) CDBG Application Process
Introduction
ThIs report transmits a schedule of public hearings and other tasks leading
to the preparatIon of the 8th Year (1982-83) Community Development Block Grant
(CDBG) application for submittal to the U.S. Department of Housing and Urban
Development (HUD).
Discussion
The Public Hearing on Performance Assessment, proposed for September 22, 1981,
is scheduled to provide citizens an opportunity to review projects and programs
already completed or in progress. Public hearings proposed for DeceMber and
January provide citizens an opportunity to express the needs of the community
and their neighborhood and to suggest uses for future CDBG funds. City Council
makes its final decision regarding the CDBG program for FY 1982-83 during the
public hearing held in late January 1982.
Federal regulations pertaInIng to the CDBG application process and the citizen
participation element of the program are expected to be changed considerably.
Until the new regulations are finalized City staff will be following the existing
guidelines which require, for example, a minimum number of public hearings timed
to coincide with the application process. Council will be notified when important
changes in the regulations occur.

Recommendation
City staff recommends that City Council adopt the attached COBG Schedule; and
set a Public Hearing on Performance Assessment for September 22, 1981, a Public
Hearing on Community Needs for January 12, 1982, and a Public Hearing on the
Final application for January 26. 1982.
