Program Performance EvaluatIon
Introduction
As a part of the schedule of activities for the 1981-82 Community Development
Block Grant Progran (CDBG), Council approved a Public HearIng to be scheduled
for September 28, 1982 for the purpose of receiving public comment on the ef-
fectiveness of the City's CDBG program. This report trans~its background in-
formation for Council members' review in preparation for this hearing.
Backg round
The purpose of the hearing is (I) to receive public comment on the overall
effectiveness of the COBG program, including general planning and admInistration,
(2) to provide an opportunity for citizens to evaluat~ the success of specific
projects completed in prior years or currently in progress, and (3) to provide the
City with a publ ic input component to its overall CDBG program performance evaluation.
While CDBG regulations on citizen participation have been relaxed in the past year
and the "Public Hearing on Performance Assessment" IS no longer required, City
staff considers citizen participation to be a vital and essential part of the
program. In order to ensure this participation, the attached correspondence and
flyer have been distributed to 235 community members, 50 organizations, all City
Commissions, and various publ ic locations in the City. In addition, notices have
appeared in Seascape and the Evening Outlook and special contact has been made with
those neighborhood groups in CDBG target areas.
This hearing represents the first pub1 ic actiVIty of the newly reorganized grants
manageMent progran located in the Department of Community and Economic Development.~-<:?

In June of 1982. the Department's Office of Community and Neighborhood Services
was reorganized in order to integrate the CDBG and General Reveune SharIng Grant
Programs. This integration IS well underway and will result in a number of changes
in the grants application and grants administration process
Citizen comments
from the scheduled public hearing will be taken into consideration when finalizing
new procedures. A staff report consisting of a description of these changes. an
update on all current year projects and prior year projects still in progress. and
reco~mendations for any project revisions wIll be transmitted to CounCIl in the near
future. Although Council members will be receiving detailed information on the
status of each project at that time. Attachment B of this report contains a
summary of all prior year projects for review prior to the hearIng. 1982-83 projects
are listed in Attachment A.
Recommendation
City staff recoM~ends that the City Council hold the previously scheduled Public
HearIng on CDBG Program Performance for use by the City in the preparation of the
final Annual CDBG Performance Evaluation which wIll guide future CDBG program
deciSions.
