SUBJECT: Public Hearing On Need - Required for Filing of 1981-82 Co~munity
Development Block Grant Application
Introduction
The City of Santa Monica will receive approximately $1.5 million in Community
Development Block Grant (CDBG) funds for the 1981-82 program year. The public
hearing on community development needs scheduled for January 13, 1981 is part
of the application process for the CDBG funds.
Background
Beginning as early as July 1980, an expanded CDBG citizen participation effort
was launched which included the funding of the Pica Neighborhood Association.
While CDBG information was disseminated Citywide, focus has been in the three
CDBG Target Areas which are the Ocean Park area, the Downtown area and the Pica
Neighborhood area. By late October, the outreach efforts were increased and
City staff began meeting with citizen groups to provide information and technical
assistance. The following is a listing of the methods used to stimulate citizen
participation in the CDBG program:
1.
Direct mail ing of CDBG brochure and flyers to the special Citizen
ParticipatIon Mailing List of groups and individuals.
2.
"Open Letter from the t1ayor" announci ng the CDBG process and encouraging
response, sub~itted to local newspapers and Mailed to the Citizen Parti-
c i pa t i on Ma i 1 i ng Lis t .
3.
Additional cress releases, ne~spaper articles and public notices pu-
blished in a tImely ~anner
4.
Pico Neighborhood Association door-knocking and organIzing block clubs in
an effort to encourage participation by Pica Neighborhood area residents.
5.
Articles regarding CDBG printed in tl.<lO issues of the I'Seascape," mailed
to every house~old in the City.

6. Infornational flyers and brochures (in Spanish & Engl ish) made
available at City Hall, Information Booth On The Mall, City libraries
and other approprIate locations; as well as distributed to co~munity
groups and at community meetings
7. CIty Staff speaking at numerous meetings of neighborhood groups and
co~munlty organizations, and direct contact with citizens actively
participating in the COBG process.
8. Special CDBG slide program presented to various community groups (in
Spanish & English).
9. Ten-minute interview regarding CDBG broadcast on KCRW radio.
10. Public hearings on cOMr.unity development needs held by the Housing
Conmission, Commission On Older A~ericans and Recreation & Parks
Commission.
Recommendation
A list of ideas for CDBG projects and activities that have been generated thus
far IS attached. City staff recommends that City Council:
1. ReView the attached suggestions for CDBG funding, in addition to
the ideas generated at the public hearing.
2. Direct staff to review and analyze all proposals for inclusion in
the final application, where appropriate.
