SUBJECT: Revised Planning Schedule for 8th Year CDBG Program
Introduction
This report transmits a revised schedule for the planning and public hearing
process for the 8th Year (1982-83) COMmunity Development Block Grant (CDBG)
program. Due to significant changes in community development legislation,
City staff is recommending modifications in the timing of the process with little
or no alteration of the scope of the planning process and citizen participation.
Background
The Omnibus ReconCiliation Act of 1981, signed by President Reagan August 13,
1981. includes amendments to the Housing and Community Development Act of 1974
which was the original law authorizing the CDBG program. No revised regulations
for the CDBG program have been issued by the U S. Department of Housing and Urban
Development (HUD) yet, and it IS not certain when these can be expected. The
law does, however, make Significant changes in the application requirements which
allow for the planning and public hearing process to be moved closer to the start-
up of the program year. Some of the changes important to Santa Monica are as

. No application required. Grantees will submit a Statement of CD objectives
and projected use of funds at least 30 days before the program year begins
. Elimination of the 45-day A-95 clearinghouse review period and the 75-day
HUD review period.

. Citizen Participation Plan is no longer mandatory and required public hearings
are decreased from two to one.
. PubliC services may be funded up to 10% of the entitlement amount.
. Grants or loans may be made directly to profit-making, private enterprises
for economic development purposes.
DiSCUSSion
City staff has conferred with other grantees and HUD representatives regarding
these changes.
Since a written COBG application and lengthy review periods
are no longer required, there is no reason to begin the annual planning process
so early
In past years, intensive community outreach was begun in October,
culminating in publ ic hearings in December and January for a program year
beginning six months later (July 1). The revised schedule provides for community
outreach beginning in January/February, public hearings in March and April, and
Statement of Objectives to be submitted to HUO during May.
Even though the citizen participation requirements have been minimized, it is
staff's intent to maintain the same (or increased) level of community outreach
as in recent years. The attached proposed schedule reflects the same number
of public hearings as last year, to be held in March and April rather than
December and January.
Recommendation
It is recommended that City Council amend the 8th Year (1982-83) CDBG Schedule
adopted August 25. 1981, by adopting the attached Revised Schedule; and set a
Publ ic Hearing on Community Needs for March 23, 1982, and a Public Hearing on
Final 8th Year CDBG Program for April 13. 1982.
