Mayor and City Council FROM: City Staff SUBJECT: Public Hearing on Need - Required for Filing of Fifth Year Community Development Block Grant Application Introduction The Fifth Year Community Development Block Grant allocation for Santa Monica is $1.462 million. One of the requirements for filing the application for receipt of CDBG funds is that the City hold two public hearings and give citizens an opportunity to help develop the application by contributing their ideas and COMments. The first public hearing on January 9, 1979 is a hearing on needs in the area of community development. The second public hearing, scheduled for January 23, 1979, will be on the app~oval of the final application. The second hearing will also include a Performance Assessment, where citizens will have an opportunity to comment on CDBG projects and programs already completed or in progress. Background The Citizen Participation Plan for Santa Monica is designed to provide informa- tion to the citizenry and to allow a feedback mechanism for citizens to partici- pate In the planning, decision making, and evaluation of the use of Community Development Block Grant funds. Other than the required public hearings, the Santa Monica Citizen Participation Plan includes the following components. ,. Newspaper articles inviting written response from individual citizens as well as local community groups. 2 Direct mail to community groups requesting ideas for the new allocation of funds and requesting comments on COBG activities already completed or in progress. 7A JAN 9 1979 ; e e TO: Mayor and Council -2- January 2, 1979 3. An information brochure, providing information on the CDBG process, el igible and ineligible activities and requests for participation, made available at the Information Booth on the Santa Monica Mall, public library sites and City Hall. 4. Staff is available to meet with any community citizen groups to provide information and receive input on proposed activities and current projects. Ideas that have been generated thus far are I isted in the attachment with their estimated costs. Recommendation City staff recommends that the City Council: 1. Review the enclosed ideas for consideratIon, in addition to ideas generated at the public hearing. 2. The summary of the first project is wholly incorporeal. It does not state the "immediate danger.t1 The danger could be loose pilings and floorboards, but it also could be poor lighting, crime. waste-water pollutants, or excessive noise. If part of the parking area is "functional" , part apparently is inoperative. Why was the already "functional" restored ~nstead of the inoperative? "Renovation" is another catch-word. The most widely publicized discussions about the pier have concerned the establishment of businesses. This has also been dubbed "renovation". The summary of the third project is nearly as inadequate. What are "strategic locations.'? Between the tenth and eleventh floors of skyscrapers? In the basement of R&~D? For the affected construction comp~~y any location is strategic. The project is, therefore, inassessable from the information given. other projects on the list are also ambiguous, I do not feel that this indecent inexposure should encompass our city ordinances. There are some things that are not meant to be sold. We are dedicated to programs of community involvement which includes safety on the highways and in our community. Our communi~y involvement includes disaster communications preparadeness as well as the monitoring of ca Channel 9 - the National Emergency Channel, and particioation in oublic service events within our geograohical boundaries. Oor Team covers the area from the Ventura County Line, east on Mulhol land to La Cienege Blvd, south t6 Century Blvd. end west to the ocean. In order to increase our value to the community, we have exoanded our communications capabilities from the Citizens Band radio to the more refined UHF-FM frequencies such ~s used by the Sant~ Monica Police Department ~nd numerous other public agencies. We have been I icensed to operate on the UHF-FAA frequencies In the General Mobile Radio Service effective July 27, 1978. Due to the terms of our UHF-FAA license, we are unable to require the members to provide the UHF equipment which must remain under the control of the Team. Even if this was not a condition of our' icense, the cost of eQuipment to most indiv'dual members would be prohibitive, therefore we must seek a means of obtaining financial assistance. Our REACT Team license per~its us to have 150 units operating under our cal I sign. At the present, due to an advance made against any funding, we have been able to obtain three hand-held units and one mobile/base unit. without the addition of a mobile relay, or "repeater", the range on the UHF units is very restricted. We have obtained a repeater site at Ocean and wilShire and have submitted our apolication for the mobile relay 'repeater) 'icense to complete our communications system. Our community activities include working with the Santa Monica Chapter of the American Red Cross. the Santa Monica Salvatior Army, the City of Santa Monica during the Festival of Sports and Arts, and the Santa Monica Pol ice Department in a "Commun i ty Watch" program which expands the number of Iteyes and ears" ava; lable to the Pol ice Department. we also work with Los Angeles City and County civil authorit;es~ and with the Southern California Humane Society in disaster situations. with our new mode of communications, we can relieve much of the "unoffidal" conmunications currently tying up official communications caoabilities of these agencies durIng times of emergencies.
