Background For the 1981-82 fiscal year, the City awarded 23 grants to community groups and agencies from General Revenue Sharing Funds These grants, ranging in size from $2,800 to $104.300. amounted to $817,205. In addition. two grants were amended in October of 1981, awarding an additional $17,000 from the City's general fund. The status of General Revenue Sharing funds for the 1982-83 fiscal year has not yet been finalIzed. However, analysts at the league of Cal ifornia Cities indicate that the PreSident's first budget has proposed General Revenue Sharing for 1982-83 at current levels of funding with reductions beginning in 1983-8~. However, if further reductions are made in the President's 1982-83 budget, General Revenue Sharing funds may still be affected. Discussion I. Grant Rationale The purpose of the Cityls 1982-83 General Revenue Sharing Grant Program IS to contribute to the support of community groups and agencies who prOVide effective community and social services to residents of the Santa Monica community Grant- making priorities WI 11 be based primarily on geographical and categorical consid- erations to ensure that a wide range of community residents benefit from the program. These categories include: o Human Services o Health Services o Public Protective Services and Justice Programs o Education o The Arts and Humanities o Community Organization Organizational PrIorities In light of the increaSing fiscal constraints faced by the City, projects in the above categories Will be evaluated carefully to ensure that funded programs 1. document the need for Services to the community as a whole, to a significant segment of the community, or to a targeted area of the com~unity; 2. possess the ability to provide outreach to individuals most in need of these services; 3. have the support of the community as exhibited by the organizatlon1s abll ity to procure community resources (e.g., community fundraising, use of volunteers, donated services); 4. pro~ote inter-agency cooperation, the development of strong linkages with other community groups and avoid duplIcation of services; 5 exhibit past effectiveness and success in the delivery of the proposed services to the community; 6. utilize City funding to Increase or enhance funding from other sources, and 7. exhIbit the ipcreasing ability of the agency to secure funds from a range of sources (e.g., government agencies, foundations, corporations, community fundraising, fees-far-service). e Mayor and City Council e -3- Grant LImItations CertaIn general criteria must also be met by all grant applicants in order to be eligible for funding consideration. These include: 1. Applicants must be located in or serve citizens of Santa Monica; 2. Applicants must be exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and not be classified as a private foundation; 3. The applying agency must be operated and organized so that it does not discriminate in the hiring of staff or providing services on the basis of race, religion, sex, age. national origin, or disabilities. In addition, unless so designated by the CouncIl, grants wIll not be made to endowments, annual campaigns, building campaigns, sectarian or political purposes, to Individuals, to pay for existing obligations or to replenish resources used to pay for such purposes, or to incur a debt 1 iability. I I. Grant Funding Activities Following is an outline of the proposed major activities In the GRS grant funding process, with corresponding dates for each activity. Pol icy Approval of 1982-83 General Revenue Sharing Grant Progra~ (January 26, 1982) Dissemination of Request-for-Proposals (beginning February 1, 1982) Requests for Proposals (RFP) will be sent to a wide range of agencies and community groups, building on the 1981-82 RFP mailing list which includes approximately 120 organizations. In addition. copies will be sent to appropriate City CommIssions and other agencies requesting copies. Announcements of the availability of the RFP will be made in local newspapers. Proposal Preparation Workshops (February 8-11. 1982) City staff Will conduct two workshops for applying agencies to prOVide technical assistance In the preparation of the proposals. e e Mayor and City Council -4- Public Hearing on Proposed Use (February 19, 1982) Federal regulations require that the City, after adequate public notIce, have at least one public hearing at which CItizens shall have the opportunity to provide written and oral comment on the possible uses of General Revenue Sharing funds to the City Manager for use in preparing the budget proposed to the City Council. Proposal SubmiSSion Deadl ine (March 8, 1982) In order to Implement an equitable and systematic evaluatIon process, no grant proposals will be considered for funding unless submitted by or before March 8, 1982, at 5'00 p.m. Evaluation of Proposals {March-April, 1982) City staff will review and evaluate proposals based on the general priorities listed in this report and on input from the Public Hearing on Proposed Use held in February. The City Manager's funding recommendations will be transmitted to the appropriate City CommiSSions and to the City Council as a part of the City's 1982-83 budget process. Public Budget Hearing (May 25, 1982) Federal regulations require that the CIty shall have at least one public hearing on the proposed use of revenue sharing funds In relation to its entire budget. At such hearing. citizens shall have the opportunity to provide written and oral COMments to the City Council, and to ask questions concerning the entire budget and the relation thereto of General Revenue Sharing. Recommendation Staff recommends that the Council. I. Approve the grant rationale and grant funding activities as specified in this staff report; and - e Mayor and City Council -5- 2.
