SUBJECT: Recommendation to Approve Activities in Support of
Continued Federal Funding of the General Revenue
sharing and Community Development Block Grant Programs
INTRODUCTION
This report transmits information on the status of Federal
General Revenue Sharing (GRS) and Community Development Block
Grant
(CDBG)
funding, outlines proposed activities to be
undertaken to educate congressional representatives regarding the
use of these funds in Santa Monica and recommends the approval of
the attached resolutions in support of continued funding for both
programs.
BACKGROUND
(1) General Revenue sharing
The General Revenue sharing Program was instituted in 1972 by
the Federal government to provide financial support for the
nation's local governments to help meet the costs of implementing
national pOlicies and to return a portion of the revenues derived
from municipalities to allocate according to each city's own
needs and priorities. This program has been extended three times
since its inception and has received wide bipartisan support in
the past.

However, in addition to the jeopardy in which GRS funding is
placed as a result of the Gramm-Rudman-Hollings deficit reduction
legislation, the program's authorizing legislation will expire on
September 30, 1986, and must be reauthorized in order for this
program to continue. Further, the Gramm-Rudman-Hollings deficit
reduction legislation has sped up the timetable for congressional
action to extend the program. Authorizing committees of the
House and Senate must send their funding requests to their
respective budget committees by February 25, 1986, in order to
have them included in the FY 1987 budget resolution which must be
passed by April 15th. If the GRS program is not included in the
budget resolution, the passage of a reauthorization bill is
extremely unlikely.
Previous staff reports have outlined the impact of GRS cuts on
the City of Santa Monica. Each year, the City receives
approximately $850,000 in GRS funds--all of which supports
community and social services through grants to local non-prOfit
agencies. These funds constitute 40% of the total funding base
for these grants with the remainder corning from the city's
General Fund, Proposition A funds and the Community Development
Block Grant Program.
The National League of cities, recognizing the success of the GRS
program in addressing local priorities such as support to social
services, has made reauthorization its top priority for the
coming year. A Resolution, approved by the membership of the
National League of cities (NLC) at its national conference in
December of 1985, urges this reauthorization. In addition, the

NLC Board of Directors has called for a major grassroots effort
by city officials initiating public support in each city.
(2) community Development Block Grant Program
The community Development Block Grant (CDBG) program provides
an annual entitlement of approximately $1.2 million to the city
for community development, housing and public service projects
that benefit lower income residents and neighborhoods. While
legislation for the program also expires on September 30, 1986,
and there appears to be adequate support for its reauthorization,
the level of funding is being seriously jeopardized. In addition
to a 10% decrease approved in the Fall of 1985 as a part of the
HUD-Independent Agencies Appropriation Bill and a 5.5% decrease
in March of 1986 as a result of "round oneil of Gramm-Rudman cuts,
the Office of Management and Budget (OHB) and Department of
Housing and Urban Development (HUD) has taken action to defer
$500 million in appropriations in the current year. Congress has
the single responsibility to overturn this action in order to
avoid an additional decrease of approximately 15% in the current
FY 1986. While these decreases, totalling approximately 30%,
would not affect the city's 1986-87 program beginning July 1,
1986, approximately 90 cities whose program year begins in
January of each year have already been effected.
In addition, the National Community Development Association, an
affiliate of the U.S. Conference of Mayors which represents city
community development officials, reports that the CDBG deferral
is lIstep one in an announced plan to cut $1 billion in FY 87 and
to eliminate over one third of eligible communi ties in that

year. " Clearly, these actions would severely impact the City I s
affordable housing program which relies heavily on CDBG for its
ongoing support.
In addition, the decrease would affect the
amount of CDBG funds which can be used for social services, all
of which are targeted to the lowest income residents of Santa
Monica.
DISCUSSION
In response to current and proposed decreases in support to the
GRS and CDBG programs, staff proposes the following activities:
1) Council approval of the attached resolutions (Attachments
A and B) in support of continued GRS and CDBG funding and
transmittal of the resolutions to appropriate members of
Congress including members of House and Senate Authorizing
and Appropriation Committees (Attachment C).
2) Transmittal of "information packets" to Senator Alan
Cranston, Senator Pete Wilson and Representative Mel
Levine outlining what has been done with GRS and CDBG
locally.

contact with these representatives who, at present, are on

record as "undecided" about reauthorizing the GRS program.

3) Development of a "fact sheet" to be distributed to the
public media and City commissions and to the City Council

for use in discussions with community residents and
organizations.
4) Staff presentations to City commissions (Social services
commission, Housing commission, commission on Older
Americans and the Commission on the status of Women) to
discuss the impacts of GRS and CDBG cuts and to outline
possible activities that Commissions could undertake on
the program's behalf, including passage of resolutions and
communications to the above Congressional representatives,
as approved by the Council.
5) Encouraging local service providers to communicate
directly with Congressional representatives regarding the
benefits of the GRS and CDBG programs locally.

RECOMMENDATIONS
Staff recommends that the City Council (1) approve the attached
resolutions supporting the continued funding of the General
Revenue-Sharing and Community Development Block Grant Programs,
and (2) authorize City staff and City Commissions to undertake
the proposed activities, including Commission communications to
legislators, if so desired by the Commissions.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SUPPORTING
THE REAUTHORIZATION OF
FEDERAL GENERAL REVENUE SHARING LEGISLATION
WHEREAS, the General Revenue Sharing Program has provided
the City of Santa Monica with a stable source of funding to be
used for the provision of important community services; and
WHEREAS, the City Council of the City of Santa Monica has
allocated each year's entitlement solely for the purpose of
support to local non-profit social service agencies; and
WHEREAS, these agencies provide essential social services to
those residents most in need, including disabled individuals,
senior citizens, youth and families, and the homeless; and
WHEREAS, services funded by local General Revenue Sharing
funds assist low-income and minority residents in obtaining
needed social services; and
WHEREAS, these agencies have already experienced decreases
in Federal funding over the past several years from non-City
sources; and
WHEREAS, the elimination of local General Revenue Sharing
funds would severely impact these agencies' ability to provide
needed services;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The city of Santa Monica opposes any further
reductions in General Revenue Sharing for FFY 1986.
SECTION 2. The City of santa Monica, on behalf of the
community's social service agencies and residents, urges the
Administration and Congress to support the extension of a revenue
sharing program after 1986.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
in full force and effect.

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SUPPORTING CONTINUED FUNDING FOR
THE COl1MUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the Community Development Block Grant (CDBG)
Program has provided the city of Santa Monica with a stable
source of funding to be used exclusively for community
development and affordable housing projects benefiting Santa
Monica's lower income residents; and
)~EREAS, the city of Santa Monica allocates one hundred
percent of its funds to projects primarily benefiting lower
income residents and neighborhoods, exceeding Federal targeting
requirements; and
WHEREAS, the primary recipients of these funds reside in the
City's lower income and minority neighborhoods; and
WHEREAS, the majority of CDBG funds support the City's
affordable housing program and represents its only stahle source
of funding: and
~iHEREAS, CDBG funds effectively leverage private funds to
expand affordable housing opportunities; and
WHEREAS, CDBG funds are also used for essential social
services to those residents most in need, including the very low
income and the homeless; and

WHEREAS, decreases in other Federal housing and social
service programs have greatly increased the demand on the city to
fund these programs, exceeding the City's ability to do so;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS;
SECTION 1. -The city of Santa Monica opposes any further
reductions in the Community Development Block Grant Program in FY
1986 including the recent action by the Office of Management and
Budget and the Department of Housing and Urban Development to
defer $500 million in FY 1986 funds.
SECTION 2. The City of santa Monica opposes any additional
