Dur~ng the 1~larch 22, ~983 Council meeting, Counc~l directed staff to
report on several ~tems as a result of the presentation of the Pea~les'
Housing report anc pub~~cation of Accessibility Survey of Public
Facilities and Access~bil~tX Guide to Cor!Zmercial Establishments.
Items requested included a rev~e~i of ~lan check procedurss aadressing
accessibility requir~m~nts, inform,ation regarding access~i~ility
pro~ects~ and plans far future barrier removal pro7ects.

i~lestsa.de Comnnunity for 3ndepEnd~nt ~zv~ng (j~TCIL) , Bay Area Chamber
of Comit~erce, Peoples' Housing, Inc. as well as professionals prcv~dzng
services ~o the disabled ca~tununi~y and disabied Santa Monica residents.
The input received cancerning accessib~lity ~ssues have been extremely
usefu~ and sta~f from the var~ous departmen~s have exhibite~ an aware-
ness and comm~tment to providing access to ~acilit~es an~ services.

Research has been done with the assistance of staff from the
Depar~ment of General Services and Community and Economic Deve~op-
m~nt's Program and Policy Developmen~ Division. As a par~ of a
recommended Zong-range plan ta z~:grave c~rcu3a~ion a~ccessibiZity,
an expanded curb cu~ program is propose~ over a five-year period.
Locatians will depend on the final Lana Use and C~rculation
E1.ement Repo~t and other factors deta~led in the discussion of
the riult~-Yeax Barrier Ftemoval Plan later ~n th~s report.
Staff has been work~ng with the City's Land Use and Circulation

Element consultants concerning aceessibil~ty issues. Because
the consul~ants ha~ begun work on the first ~raft Element before
the Counci~'s reco:nmendat~on ta incorporate accessa.bility, the
consultants ~,aere made ati,~are of the necessity of addressing and
inclu~ing accessib~li~y in ~h~ final draft documents. Funds
were ~ncluded in the 1983-84 b~dget for the Program and Policy
Devel.opment Division for a contract with an accessibility special.ist
to develop speci~ic im~len-en-~at~on measures cons~.s~ent with the
Element's accessilaility policy statements. An informational
re~ort regarding these matters will be made ta the Council ~n
October~ 1983.

GUIDE TO COP7MERCIAL ESTABLISH~iENTS"
The orginal. Guide is currently being nrinted and °w~ill be distri--
buted to neaxly I00 organizat~.ons an~. individua~s in 3-hole binder
forrr~. ~he follawing recornmenda~i.ons ~or updatzng the Guide wi~I
be formally presen~.ed to the Gounca 1 e-{..uring the I9 8 4- 85 budget
p~ocess for implementation during that y~ar. Funds far updating
in subsequent years will also be requested in the future.
o Gontingen-~ upon ava~.lab~e City funds, staff would ~vork
with an accessabilaty consultant to recruit and train an
~.ntern or volunteer to reassess each street covered in the
original Guide. Assessment wauld incluce changes in type
of busin~sses and any changes in aetual accessibility.
o Photographs and notes would be made o~ any of the abave-
~'escribed changes. It is estimated that th~s pro3ect could
be cflmp~eted a.n approxamately 40 haurs af~.er one to two
hours of training.

o Pr~n~ing and ~istribution would be paid from CDBG Barrier
Remo~al Funds and necessary consult~ng funds would be included
in t~e annual budge~ for C/ED's Office for the D~sabled. The
utilization of an intern ar volunteer wauld lower pro~ected
costs.

The fol~awing suggest~ons axe offered now, with correspond~ng
ab~ectives, time~in~ and budget to be developed for the 1983-84
~~sca1 year.
o A two to three page handout would be designed an~ produced
as a simplified manual including information r~gard~ng cur-
rent standards and suggestions far access~bil~ty (parking
spaces, paths and entry ways. doorways, restrooms, drink~ng
fountains and signage).
o A letter from the Mayor on behalf af the C~ty, explaining
the acc~ssibility program and goals wouid be attach~d to
the handout, encouraging businesses to cooperate an~ describ-
ing the economic ana social benefits. Information about ob-
~ain~ng the mare de~ailed Access~b~lit~ Gui~e and a contact
persons and ad~ress would also be included.

press releases, and speaking engagements to service organi-

o A special award, similar to a cammendation, would be developed

of each year. Selections would b~ ma~e based on ~nformation
incluced in the Peoples' Housing Guide and related updates

determined that barrier removal pr~orities fa11 ~nto fiv~ ma~or
compon~nts: Circulation Accessibility (inclu.ding cuxb cuts);
City-owned Public Buildings, Parks and Recreational Facilit~.es;
Federal, State or County-owned Public Buildings Located ~n
Santa Monica; Private, von-~rofit Cor,tmunity Service Fac~li-~ies;
and Przvate ~ector Facil~t~es. Each component wi~l be discussed
below.
COM~O~`Ei~TT I: CIRCliL1TI0~ ACCESS~~ILITY (~urb Cut Pragram)
~s discussed under Item 2) of this repor~, accessibility circula-
t~.on has been and wzll cont~nue to be a ma~or p~iority in develop-
~ng overall accessibility plans fo~ the Gity. In the past, curb
cu~.s (former~y re~erred to as "~•rheelchair ramns" ) Gaere installed

in various parts of thE City, usual~y as a result of spec~fic
reques~s by residents or organizations. 4aith -~he advent of
Federal, stat~ and local accessib~lity regula~ions and as Councii,
staff an~ the public became awar~ of the accessibi~.~ty nee~s of
d~sabled and senior ~.nda.v.~~.uals, a rnore organized effort was ma ~e
for ~he insta~lation of curb cuts in 5anta ~lonica. Dur~ng the past
few years, whenever s~reet construc~~.on has affected sidewalk
resurfacing, curb cuts have been ~ncluded and anstalled at those
~ntersectior~s. These installa~,ions, along wath those resulting
from specific requests and curb cuts construc~.ed with 1982-83
CD~G Barrier Removal funds, have resulted in approx~r:-ateiy 875
curb cuts complete~ to date or approximately 75~ of total curb
cuts neede~ to afford rnaximum accessabili~~ throut~hout the City.
j~Thile a~ is obv~ously fiscally infeas~ble, as we11 as unnecessary*,
ta construct curb c~.ts at ezrery interseetion ~hrot~g~ot~t the ~zty,
it ~.s inportant to ensu~e accessible routes and entrances to
publ~c buildings, recreationa~, educatlonal and commercial areas
and faci~ities. Therefore, this component of ~.he mult~-year
plan ancludes the recommended installation of approxi.~Ea=~ely
50 to 60 new curb cu~s each year for the next five years. This
wi~l result in an additior~al 2~0 to 300 curb cuts throuq~out
the C~ty at 63 to 75 additional intersections. The locatior~
of these curb cuts will be base~ Qn a combination of ~.he recom-
mendations received from the final Land Use and Circu~aton Ele.lent
repart, reasonable indtiv~dual requests from organiaatz.ons, bus~-
nesses and ~'isabl~d resi~ents. Th~ folla~aing factors far setting

not been officially def~.ned in the regulations, however it is general.ly
agreed that fac~ors to cons~.der include the impact of praposed ~mprove-
:nents on the financial feasibility af ~he pro~ect, frequency o~ use
by the disable~ populataon, total. cost of the praject and aiternative
options for accessibil~tY pur~oses.

app~ying for employm~nt opportunities, and attending public tours.
I~ is imperat~ve that th~s bualding be accessib~e to all of these
groups and ~ndividuals. While there is access to t~e entrance
and to the seating areas of the Civ~c Au~itorium, the restrooms
of ~he lobby are not accessible and do not meet ~he Sta~e Architect's
Regulations. It is necessary to provide access~ble restraoms in
order tar aisa~~e~ persons to ~e a~~e to utilize this facil~~y for
entertainr.lent an~ e~uca~ional purposes. The Pier, as Santa Monica's ma~n
recreat~onal ~ac~li~y rece~ving widespread tourism publicit~=,
is curren~ly accessible only by car. Althouqh the Pier Park
plan will include sevEral accessible pathways ~o ~he entrance,
the pro~ect wyll not be ca~pl~ted unt~l approximately Summer 1~8~.
It ~s important for the Pier to be accessible to pedestrians as
soon as possibZe, an~ certain3y befare the infZux of vasitors
antic~pated dur~ng ~he sumr,ter of ~984 as a part of Olympic Games
act~v~ties. Similar~y, ~t is importan4 to provide access ta Santa
Mo~~ca`s ~amous beaches.
It is therefore recommended that ~983-84 pro~ects w~thin ~his
co~rtponent a~ the '~iult3-Year PZan znclude:

designed and constructed with ~nput from the accessibi~ity

standing that this tempora~~T ramp will be ~eplaced with a
permanent fln~ as a part of the Pier Park pro~ect.
o Access to beaches - Th~s access to watex and sanc~ would be
~.n the form af either wooden sl.at or concrete walkways con-

ment of a~l cuxrent Com~-nunity Service grantees based on a
review af ~uarterly reports, sxte v~.sit summaries ar~d proposals
submitted for 1983-84. These wi~l be transm3tted ta each
Counci~member during ~he week of ~iay 31st, givzng the Council
three weeks to review them prior to makinq fznal funding
decisions. It is essential, however, that it is understood
that these summaraes do not constitute a"program evaluation."
While City staff is strongly comrnated to the concept of pro-
grain eval.uat~on and supports the irnplementa~aon af more
thorough review in 1983--84, seich eva~uation musf be based
an extensive assessment and follow-up of each program on an
on-going basis. U7ithzn current sta~f resources, this is not
pass~b~e. Hawever. the surnF-naries to be transmitted w~ll, "by
"excep~ion", zdentify those axeas considered to kae above or

City staff recommends that the City Council (1) accept p~b~ic comm~nt

dur~.ng the scheduled public hearing, and (2) approve ~.he Proposed
Staternents, included zn the Community De~elopment Plan as Attachment II,
