ThIS report transndts a request for staff reVIew of Santa MonIca
MunICIpal Code, SectIons 2940 through 2947, CDBG prograrr.
Procedures and PolICIes, for pOSSIble reVISIons to SectIon 2944,
CItIzen PartIcIpatIon. A copy of Ordinance NUIT,ber 1261{CCS) IS
attached.
Background
The SOCIal SerVIces Corr.n,ISSlon at Its October 2, 1985 nleetIng
InItIated Its reVIew and dISCUSSIon of the Con.n-.unlty Developn.ent
program grant reVIew process for 1986-87.

ques ted a staf f presenta tI on of the overall Con-ln.unI ty Deve 1 opn.ent
grant reVIew process by Barbara StInchfIeld, Corr~unlty Develop-
ffient Manager, and MaggIe Kennedy, Grants AdmInIstrator. The pre-
sentatIon focused on a reVIew of the actIVItIes Incorporated Into
the plannIng of the current 85-86 prograffi year and identIfIed key
Issues that the Con,TIdssion should consider In forIl,u1atlng theIr
plans for Involvement In the 1986-87 process.

A central Issue expressed by the Con.n.l SS I on was the need for n.ore
tIme to reVIew and evaluate grant requests. CIty staff stated-
that the CommunIty Development ordInance reqUIred certaIn actions
and processes that severely limIted the IncluSIon of addItIonal
tln.e for SOCl a1 Servl ces Con.n,l SSl on reVl ew of grant appllca tI ons.
The SocIal ServIces Comn.lsslon proceeded wIth a dIScuSSIon of
possible optIons to Increase the tln~ perIod for grant reVIew.
It was concluded that the perIod of tIns set aSIde for the prepa-
ratIon of a draft Con~lunlty Developffient Plan and holdIng of an
adnilnIstrative hearIng prIor to sUbn.1ttIng a fInal Cornn,unlty
Developn.ent Plan could be a possIble area for an.endn,ent. The pro-
posed arr,endll,ent would add an addl tlcnal 2- 3 weeks of reVIew time.
The SocIal ServIces Corr~lsslon proceeded to pass a motIon to sub-
mlt a recoITilliendatlon to the CIty CouncIl propOSIng an amendn~nt
to the COIT,n,unl ty Dave lopn,ent Ordl nance to ell rhl na te the prepara-
tlon of the draft COll,ll,unl ty Developrr,ent Plan and adrrll n I stra ti ve
hearIng processes and to recon~~nd the combInIng of the draft/
fInal Con,n-lunl ty Developn.ent Plan as one and prov~de for a perIod
for cItizen reVIew and Input dIrectly to CIty CounCIl.
The proposed an.endn.ent would change paragraph C of SectIon 2944
CItIzen Part1cIpatlon to read:
(C) PrIor to CIty CounCIl takIng actIon In accordance WIth
SectIon 2945, the proposed COIT~.unl ty Developnlent Plan
shall be fi.ade avaIlable to all Interested persons at
least two weeks prIor to the publIC hearIng.
