Com~unity Development Block Grant Application
Introduction
The Sixth Year Co~munjty Development Block Grant (CDBG) allocation for Santa
Monica is 51,479,000. Citizen participation is required and is an important
part of the annual CDBG appl ication process. The Publ ic Hearing on Community
Needs to be held January 8, '979 is one of the required public hearings.
Background
The first public hearing held as part of the 6th Year CDBG appl ication pro-
cess was the Public Hearing on Performance Assessment held November 27, 1979.
Citizens were given the opportunity to comment on CDBG projects and programs
already completed or In progress. The second hearing was held by the Com-
mission On Older Americans in the afternoon on December 19, 1979. and was
a Public Hearing on Community Needs. Projects and activities suggested at
that hearing are included on the attached 1 ist.
The City Council hearing on January 8. 1980 is also a Public Hearing on Com-
~unity Needs, and is to provide citizens with further opportunIty to help
develop the application by expressing the needs in their neighborhood or
Citywide, and contributing their ideas for projects and activities to meet
those needs. A fourth public hearing. scheduled for January 22, 1980, will
be on the approval of the final application.

In addition to the public hearings, the Santa Monica Citizen Participation
Plan outlines methods of information dissemination. Each of the following
has been accomplished:
1. Open Letter from the Mayor announcing the CDaG process and encouraging
response, submitted to local newspapers and mailed to groups on the
citizen participation mailing list.
2. Additional press releases, newspaper articles and public notices publ ish-
ed in a timely manner.
3. Direct mailing of flyers and a brochure to the citizen participation
mailing list of groups and individuals.
4. Articles in two issues of the "SeascapelJ mai led to every household in the
C,ty.
5. Informational flyers and brochure (in Spanish and Engl ish) made available
at City Hall, Information Booth On the Mali, and City libraries, as \oJeTl
as distributed at community meetings.
6. City staff speaking at meetings of neighborhood groups and community or-
ganizations, and direct contact with citizens actively participating
in the CDBG process.
ldeas that have been generated thus far are listed in the attachment.
Recommendation
City staff recommends that the City Council'
1. Review the enclosed ideas for consideration, in addition to the ideas
generated at the public hearing.
2. Direct staff to review and analyze proposals for inclusion in the final
application, where appropriate.
