SR-300-002-01 (11) qA\ City Council Meeting - February 8, 2000 REVISION - ITEM 9A Attachment I - B FY 2000-03 Selection Criteria Applications for the City's Community Development Program will be reviewed according to how effectively applicants can demonstrate how the proposed program meets the following selection criteria: ~ Addresses a clearlv documented need in Santa Monica; ~ Involves a broad range of partners including health and social service providers, schools, neighborhood groups, the business community, the faith community, law enforcement, Los Angeles County services, residents and program participants; ~ Provides a plan for participation in a collaborative planning process with relevant community- based organizations, and private- and public-sector resources, with the goal of improving service delivery in a specific service area (homeless, school- based youth services, senior or disability services) and supporting a continuum of care; ~ Provides access to services through information to residents and other service providers regarding service availability, appropriate geographic location, responsive hours of operation outside of a traditional 9-5 weekday schedule, physical accessibility, bilingual capacity and cultural relevance; ~ Implements useful outcome indicators to measure program effectiveness, and specifies a procedure for continually evaluating program effectiveness; ~ Promotes a prevention approach to service delivery; ~ Provides training for staff to develop skills, develops opportunities for cross training between agencies representing various disciplines that are relevant to the program, and maintains competitive salaries for direct service positions; ~ Promotes principles of self-help and leadership, with client participation as an integral part of the decision-making process in program development, operation and evaluation; ~ Provides a minimum of 25% of the total budget for the Santa Monica program from non-City cash sources, and provides a cost-effective budget that is consistent with the amount of service provided to persons living in Santa Monica; ~ Demonstrates financial stability, program oversight and administrative accountability; ~ Demonstrates knowledge of and qualifications to serve the targeted community and promotes public awareness about its diverse needs; ~ For affordable housing programs, special funding consideration will be given to organizations that can meet HUD's Community Housing Development Organization (CHDO) criteria; ~ Affordable housing development organizations must have a strong, proven track record in developing and maintaining a wide range of affordable housing types; and ~ For Marine Park Child Care Center: The applicant has previous child care center management experience the size of Marine Park for at least ten years and can demonstrate a track record in successful operation of a child care center; Applicant must have prior experience providing care to infants and toddlers; The applicant must be willing to provide enrollment and place children on the wait list based on the following priorities: . City of Santa Monica employees, . Children residing in Sunset Park, . Children residing other Santa Monica communities, . Children residing outside of Santa Monica with at least one parent working in Santa Monica, . Children residing outside of Santa Monica. The proposed contractor will assure families with children already enrolled in the Center first priority enrollment and secondly, siblings of children already enrolled in the Center will also be given priority enrollment. Demonstrates ability to work closely with parents in program and curriculum development, operation and evaluation; Provides services to a diverse population and uses City subsidy to ensure maximum accessibility by low-income families; Provides plan for staff development; Offers year-round full-day programming, five days per week. Hours shall be consistent with City of Santa Monica hours of operations (7:00 a.m. - 6:00 p.m.); Meets all state child care licensing regulations; Demonstrates knowledge of developmentally appropriate programming for infants, toddlers and preschoolers; Possesses prior experience completing the accreditation process for NAEYC from the National Academy of Early Childhood Programs and has a procedure to attain accreditation by NACYC from the National Academy of Early Childhood Programs within one year of operation; Demonstrates a track record of maintaining longevity in staff employment; Demonstrates the ability to provide employees with salaries and benefits comparable with other early childhood programs on the Westside; Demonstrates fiscal and administrative capacity; Implements a tuition fee schedule based on family size and income to address the needs of low and moderate income employees and residents; and Implements a transition plan that focuses on the well being of the children and describes efforts made to recruit and retain existing staff to promote continuity of staff and surroundings. f:\hsd\share\strepts\attachment1 brevised .wpd (2/8/00)
